| 10/17/2020 22:23:43 | I attended both public meetings. | The proposal was lacking specifics and seems too airy and vague. If we weren't in Covid-19 times I could see this maybe working, but for how long would they be able to forgive the tenants rent or forgo running their main programs like in their one comparable project Bok. The diversity of their team and solutions to resolve are greatly concerning. | Thought their proposal had more specificity, team was more knowledgeable and diverse. They recognize and have plans for these uncertain times that we are in and seem vested in the community as several of them are from here.
| 10/18/2020 9:04:17 | I attended both public meetings. | Very well thought out and put together with the community in mind.
| 10/18/2020 9:08:03 | I attended both public meetings. | A lot more focus on their experiences but it seems like they haven’t really thought about reuse plan and programs they are going to put in the Armory.
| 10/21/2020 7:59:05 | Tuesday, October 13 from 3:00 - | I did not think the proposal was well thought out in regards to community impact. Considering the location of the Armory, it is important that the every single step of this process keeps the citizens at the forefront. | The BCRI presentation was well organized and provided a clear explanation of each step. I appreciated that they had a number of stakeholders featured who spoke to strategy, community impact, timeline and how they will better the neighborhood. I was primarily impressed that they already made contact with our local organizations. BCRI clearly stated they have no interest in replacing the footprint of the local organization; they want to bolster them. As someone who loves this community, I like to hear they will not be displacing our citizens. | Based on the level of preparedness and speaking to major questions in their presentation, I prefer the BCRI proposal.
| 10/22/2020 21:57:34 | Robert | I attended both public meetings. | The plan seems too simple. From what I gather, it's soccer fields and office space. The company has yet to really involve the community the way BCRI has already started to do. The leaders of their group aren't from the area, so the don't have the unique experience of living in the area. | Their plan includes ways to use the space even without having office space rented. The CEO mentioned that he lives 2 blocks from the building which makes him part of the community. The fact that they plan on working with community groups even before construction begins is amazing and shows their true dedication to improving the community overall. Their team is much larger with more experts handling the various parts of their plan. | I prefer the BCRI plan.
| 10/24/2020 14:05:45 | I attended both public meetings. | The proposal seems a a little copy and paste with no major considerations to Cranston community needs. Need more info on the community engagement aspect of the their development proposal. | The presentation was thoughtful and showed an understanding of community needs. I appreciate that transportation considerations were made in the development of the proposal.
| 10/26/2020 22:40:58 | Dylan Conley | No, I did not attend a public meeting. | - first two phases seem perfect, gotta start with the Park - makes sense to open the building to the public to see what market develops - short term public space drill hall sounds right, long term total forfeiture of economic value of the space seems short sighted - the struggles of the venture cafe and cambridge innovation center give me pause for thought with regard to smaller scale tenants developing a community - I live on the park by the Armory, I would prefer increased traffic and parking (perpendicular parking the whole park please!) Slower is safer, more people is safer - I am concerned about considering the Armory a community scale point of interest as opposed to statewide; Philly is not a comp to PVD re: scale or economics. The Armory needs RI, PVD cannot support the Armory on its own - the financing of the build out remains a mystery to me, so I don't understand how realistic the proposal is or what timeline is a reasonable expectation - In sum, the short-term walk up seems right, the long term economics of the proposal seem to be too community reliant and of insufficient scale to actually realize or sustain the building | - long term flexibility of the structural proposal sounds smart - I think a connection with Atlanta is an interesting opportunity for the City - the TAP co-location concept seems smart to me - ATL has had serious success in the film industry, the Armory has already had some uses on that front, PVD between BOS/NYC with RISD? Now this seems like an anchor that will attract organic complementary development - foodhall would be poppin, we need it, and JWU has the talent to support it - festivals would be huge, multimodal uses of the drill hall sound like they capitalize on the opportunity of space appropriately- sounds like long term driver of economic opportunities - this proposal seems to capture the scale of the building and the need to attract statewide+ interest/use in order to sustain the building - not limiting the rental spaces to affordable/non-profit uses only seems to be a more financially sustainable model; mixed use mixed income models seem healthier and more mutually complementary/sustainable - the financing of the build out remains a mystery to me, so I don't understand how realistic the proposal is or what timeline is a reasonable expectation - I live on the park by the Armory, I would prefer increased traffic and parking (perpendicular parking the whole park please!) Slower is safer, more people is safer | Overall, I prefer BCRI because it appears to operate at the scale necessary to sustain the building and the film anchor tenant concept seems to be a serious opportunity for the State's economy
| 11/3/2020 14:59:16 | Tuesday, October 13 from 3:00 - | Scouts proposal seemed much more thoughtful, viable, and community driven then the other proposal. I prefer Scout. Their experience is clearly relevant and applicable. Their uses will integrate well into the existing culture of the West Side. | I previously worked at the largest American film studio outside of LA. I cannot see how a film studio here is viable. That use also detracts from the public enjoyment of the drill hall. I do not like this proposal nor believe it can be executed as-proposed.
| 11/3/2020 18:22:36 | Tuesday, October 13 from 3:00 - | The small businesses are consistent with the energizing developments in Olneyville, Valley, and elsewhere on the west side. The phasing is great for getting some energy at the site on day 1. The idea of a "welcome mat" to the park is great for activating the park. Turf fields will get heavy use day and night and are flexible enough to also be used for the same sorts of event that BCRI mentioned, all while making a more public use. This group has also demonstrated they can execute this sort of work. Overall, feels like a good fit for the site. | I'm concerned that the event space will be empty most of the time when events are happening and will suck energy from the building and make for less public use of the drill hall. The movie studio is a very intensive use for this space--parking is a real issue. How will a food hall work here when there is little foot traffic? Piecing this all together and actually completing this proposal seems very difficult and like it will take years to actually implement and that concerns me.
| 11/8/2020 0:58:15 | Tuesday, October 13 from 3:00 - | The proposal serves the neighborhood and thats my biggest concern. they also have experience which I like. I looked at their project in philly and its looks to be a success. I wish they would be more precise on who is going to be in the building but the fields are a great thing for the kids and if they did this already with a school I think they can do it again | I am confused by there presentation. there were so many people and different things I dont know who is in charge. I did not like the design of their project and seemed to be no one person running the show. the movie studio i am scared there will be big trucks all over the neighborhood and street closures and especially concerned about the extreme sports and multi day events. it doesnt fit this neighborhood | I choose Scout. They just feel like the right fit and good people
| 11/9/2020 12:08:46 | Thursday, October 15 from 5:00 - 7:00 PM ET | I don't quite understand how the proposal is economically viable over the long-term. Also, it seemed like Scout relied a lot on the previous experience with Bok in their presentation. While relevant, Philadelphia is not Providence and this redevelopment is more complex. Many of the questions asked were evaded or not directly addressed. | Really liked the concepts presented. It is clear they put a lot of thought into the human development aspect and understood diverse communities. I would have liked more detail on the financials (how much of the model requires state funding or tax incentives?) but overall felt it was the stronger proposal. | This format didn't allow enough of the audience's questions to be answered.
| 11/15/2020 23:08:53 | No, I did not attend a public meeting. | I really love the proposal of BCRI and the visualization depicted of the studio and proposed green space!! Excellent Job!!
| 11/15/2020 23:38:48 | No, I did not attend a public meeting. | It seemed like this proposal compares the BOK building in Philly to the Armory. This is a concern because the BOK was a school that would have been much better prepared for tenants with proper access and exits, bathrooms, etc. This is not the case with the Armory. This is a very different building. This plan didn’t seem to account for how different this project would be. Not sure the Scout team is ready for this actual project and what will be required to make this a success. | The BCRI proposal was thoughtful and seemed specific to the Armory and its unique situation. This approach increases the likelihood of success. I think the split use of the drill hall is a clever use of the space. It allows a major footprint of the building to be used for revenue generating industry (movie studio) while still giving the community access to the space via the green space concert. The BCRI proposal gets my vote for the proposal that I think is likely to be successful.

| 11/21/2020 21:11:41 | No, I did not attend a public meeting. | I can understand the theme highlighted by the Scout's team around complete community desire and partnership. I was looking for a bit more innovation in ideas and detail of what is truly feasible. The BOK example was useful because it speaks to the experience of the team, however, it felt like the presentation was a recap of that work and not a comprehensive proposal for the Cranston Street Armory | I appreciate the thoughtfulness of the BCRI proposal around integration with the community, revenue generating initiatives and a plan that seems tailored for the Cranston Street Armory. I liked that the uses presented are diverse and provide a strong financial footing for the building without loosing its essence. Strong team and presentation. Well done!
| 12/19/2020 3:03:55 | M. Medina | I attended both public meetings. | At first glance this proposal seems very shiny and appealing, however it feels a bit to "cookie-cutter" in its approach. RI, and especially Providence, is already a proud foodie city. How many more spaces do we really need for that? Also, although the turf field would be fun, we have turf fields a plenty in the state - I don't see the advantage of adding a new one. Over all, its a lovely concept but just feels like with this direction this project just seems like another mall. | I really love BCRI's proposal. With this multifaceted approach I see a lot of growth potential that gives the community options in which to participate. The movie studio and music camp I think would be a wonderful addition to the fabric of what is PVD. We have so much talent in our own communities that end up moving away to larger cities simply because we don't have reason to stay and with BCRI's proposal I think it could satisfy that need. So many of our young people cry out that there is nothing to do in RI and this gives them something positive and productive to get involved with(esp w/ the festival/extreme sport aspect).
| 1/10/2021 21:15:11 | No, I did not attend a public meeting. | BCRI wants to ensure that the community as a whole benefits from the upcoming changes. It is amazing to hear that the community is a priority. I think this proposal was well organized and their goals were explained clearly.
| 3/4/2021 17:26:07 | No, I did not attend a public meeting. | I liked William Oliver's response to the impact the proposal will have on existing stakeholders in the community in terms of groups that are already providing services. It was nice to hear the proposal incorporates specific issues addressing some of the demographics. Particularly understanding the hispanic community's need for paths to careers outside of CNA and even having a STEAM focus will help students in general be more competitive. It was also great they met with teens to hear their needs. This population, I can imagine, has no interest in attending these forums so it was a nice way to meet teens in their space and allow them to have a voice in this process
| 3/10/2021 8:08:33 | Thursday, October 15 from 5:00 - 7:00 PM ET | I liked their approach - thoughtful, incremental, realistic with a focus on community entrepreneurship and preserving the integrity of the space. | Liked the diversity of this group, but to me they missed the mark. They don't seem to understand the demographics of the neighborhood (showed black people in their slides, this neighborhood is predominately Latinx). Too dramatic of changes proposed for the space. Did not at all like the idea of having a concert hall. As someone who lives in the Armory area, that would be awful for the neighbors. | Please don't give this to BCRI.
| 7/27/2021 21:38:51 | Ginger Becton | No, I did not attend a public meeting. | For the Scout's proposal, I appeciate how they have developed a similar project in Philadelphia and that they use this building in Philadelphia to house a number of nonprofit organizations. I like that they operate with a "relational and not transactional" frame of mind. Additionally, it's a nice idea to allow businesses to grow over time and space and to evolve in a phased-approach--making it feel like the community is building the Armory together. This last comment also points to a weakness, however, in their plan in that the proposal did not seem to have specific businesses or services in mind. | The BCRI Group presented a plan of development, empowerment, and celebration. BCRI's leaders offered a vision grounded in human development & community development through social empowerment & economic empowerment with a celebration of culture & festivals which will foster unity in the community. BCRI's well-thought out plan honors the community and the people in it. With the idea of "bringing the science of the models but determining the art of the implementation" based on the neighborhood, allows the BCRI Group to bring already proven successful programs (such as, the Ascent Project & the 3rd Rail Studios) to Rhode Island, and to develop those programs in a way that meets this community's needs. The BCRI Team has brought together experts for each initiative for the Armory, which will help to ensure success of their plan. The BCRI proposal shows a commitment to partner with and strengthen the community through the restoration of the Cranston Street Armory. The BCRI proposal must be accepted and fully supported.
