The reason is that the software is meant to be a quick, easy way to connect industry and teachers in the situation where there is a teacher with the students at all times. Volunteer activities where the teacher isn't with the student(s) usually require the volunteer to be background checked, TB tested, etc. We could certainly include those activities in the database but it starts to be more onerous for the volunteer.
