A Note to Parents/
Guardians
Parents/Guardians are the main influence in a student's life. We cannot be successful here at school without your support and help. Please encourage your student to attend school each day, to do his/her best academically, and to be cooperative with the rules that are set in a school for the common good.
5
Graduation RequirementsSunrise High School helps students acquire their High School Diploma using two different programs as outlined by criteria from the Utah State Board of Education. SHS offers both a High School Diploma and and Adult Education Secondary Diploma. Credits are earned by completing required and elective course requirements through the competency based curriculum. Student performance must meet an 80% or better standard for credit to be issued. Transferred credits from other accredited schools will be evaluated against SHS criteria and competencies and posted as either elective or required credit. Enrollment and attendance requirements must also be satisfied in order to transfer credit to SHS.

School Attendance Procedures

In an attempt to improve student performance and achievement, as well make the educational experience enjoyable and helpful, the teachers, administrators, and school board will be implementing several important changes regarding attendance. These changes will unify practices between schools and help students and families make the most of their time in school. These changes also bring our school practices in line with existing Utah State Code 53A-11-101 (Compulsory Education).

Absences (Valid/Not Valid)
Box Elder School District will now be using the terms Valid and not Valid rather than excused and not excused.Valid excuse - an illness (medical and dental appointments), a death in the family, an approved school activity, absences associated with 504 or IEP plans, and pre-arranged absences.
Not valid excuse - Any reason (other than valid reasons) a student does not attend a class period (secondary) or a complete school day (elementary).

Tardies and Check-ins
Box Elder School District will now define tardies and check-ins differently than before.Elementary SchoolsTardies: Students arriving up to 15 minutes after the bell rings will be sent directly to class and marked tardy by the teacher.
Check-ins: Students arriving more than 16 minutes after the bell will be checked-in at the office and proceed to class with a call slip.

Secondary SchoolsTardies: Students arriving to an individual class period up to 10 minutes after the tardy bell rings, or arriving late to school without a valid excuse.
Check-ins: Students arriving to school late with a valid excuse.

Sunrise High Attendance Policy:
High School Day Program: I understand that 80% attendance is required to maintain my placement in the High School Day Program at Sunrise High . (A student may not miss any class period twice in one calendar week Monday-Friday) unless they have a valid excuse listed on the Utah State Code. Attendance will be tracked at the end of each week. Students who have violated this commitment will be notified the following Monday.

If a student misses a class period more than once in a calendar week, the student will be moved to the SHS Online Studies. In order to be readmitted into the SHS Day Program, a student must complete ¼ credit and attend school for 10 consecutive days in the Online Studies. Students will only be allowed back into the Day Program if a student meets this requirement, they must wait until the following term to come back to the Day Program.

Online Studies Program: I understand that I must attend class at least 2 days a week for a minimum of 2 hours a day and actively work outside of class for 10 hours each calendar week unless I have a valid excuse listed on the Utah State Code. Idle time does NOT count towards the required 10 hours of time spent on Edgenuity. Attendance will be tracked at the end of each week. Students who have violated this commitment will be notified the following Monday.

If a student violates this attendance commitment they will be required to make up the absence during the next week or pay a $20 absentee penalty fee.

Students who do not sign into class for 10 school days will be dropped from the SHS Online Studies Program. If you do not log in to Edgenuity for 10 days you will be dropped from your classes and will be required to start over. You will then be put on a waiting list until another spot in the program opens. Before re-entry all outstanding no show fees must be paid.

Excessive Absences
Box Elder School District will identify students who are missing school without a valid excuse, and work with these students and families to improve attendance. Schools will use the following protocol to improve attendance:5 Absences (no valid excuse)
Schools will send a standard district letter regarding student absences.
Schools may make additional phone calls or meetings with parents and students.10 Absences (no valid excuse)
Schools will send a standard district letter regarding student absences.
Schools will schedule a meeting with an administrator, parent/guardian, and students.
Schools will develop an attendance contract with students and/or parent/guardian.10+ Absences (with or without valid excuse)
Schools will send a standard district letter regarding student absences.
Schools may schedule a meeting with an administrator, parent/pardian, and students.

Breach of Contract/Failure to Meet with School Administrators
In the event that an attendance contract is breached, or parent/guardians and student fail to attend a scheduled meeting with School Administrators; a court referral may be made, as well as a referral to the Division of Family and Child Services for educational neglect. It is never the intention of teachers, administrators, or school board of Box Elder School District to bring legal action against any family; it is our wish to work with ALL families and students.

As per State Rule, students who miss ten (10) consecutive days of school are withdrawn from school.
In the event that a student is withdrawn from school due to attendance problems, the parent/guardian will need to contact the school to discuss options for re-enrollment. Students will be placed on the bottom of the school’s enrollment waiting list and re-enrolled at the first available opening.
*Truancy (sluffing) is defined as being absent from school or class without the prior knowledge of parents/guardians and approval of the school based on acceptable reasons. Truancy, as required by law, will result in parent notification and referral to Juvenile Court and/or other agencies if necessary.
7
Accademic AccountabilityStudents who are attending Sunrise High School must be earning credit. Students must earn credit in at least half of their classes per 30 day term to be considered in good standing. In the event that a student does not meet our academic standards he/she will be placed in a mandatory Study Skills class one (1) hour per day. Students will remain in this class until the student meets the required academic standards.

Directed Studies students will also be held to academic accountability. They are required to earn at least ½ credit per 30 day term. Failure to do so will result in suspension from the Directed Studies program.
8
Honesty PolicyWe expect our students to behave honestly and honorably. Cheating/plagiarizing on quizzes, tests, or any assignments will not be tolerated. Any student who is guilty of cheating will be required to demonstrate proficiency on the assignment. The student who is guilty of cheating may be required to repeat the assignment or assessment. Anything that would be considered dishonest, misleading or deceiving may qualify as cheating or plagiarizing. All assessments will be proctored by a SHS faculty member.

Transportation Conduct on Busses(School Board Policy 2216)

A. The conduct of pupils being transported regularly, or to and from activities sponsored by the school, shall be the same as required while in attendance at school; all district policies for student behavior are applicable. Drivers are school officials and may take such measures as seem advisable to assure proper conduct including temporary suspension and permanent expulsion (as approved by the principal up to the length of the school year) from bus privileges.

B. Pupils must be on time. Students should be at their bus stop 3-5 minutes before the bus arrives. The bus will NOT wait for pupils who are tardy.

C. No pupil will be permitted to load the bus or be unloaded from the bus except at the stop to which he/she is regularly assigned, except upon written request by the parent or guardian to the bus driver and approval by the principal. (This means that middle school students may not get on or off the bus at the high school or any other school.)

D. Pupils are never to stand in roadways while waiting for the bus. When loading or unloading from the bus, and having to cross the roadway, the student must cross in front of the bus. While crossing the roadway to load or after unloading from a bus the student must do so with the aid of the flashing red signals activated by the driver.

E. There shall be NO shouting, whistling, pushing, scuffling, or unnecessary conversation with the driver. The use of alcohol, tobacco, controlled substances, obscene of profane language is also prohibited. Safe SchoolsSunrise High is committed to fostering an environment for students, staff, community, neighbors, and visitors which is safe, conducive to the learning process, and free from unnecessary disruption. A safe school environment includes the school and school grounds during school hours, district-provided transportation, and school sponsored activities. The following policy and guidelines have been created for this purpose in accordance with Utah State Law:

Sexual HarassmentSexual harassment is most often defined as any unwelcome or unwanted sexual behavior, which means the person on the receiving end is the one who decides whether the behavior is offensive. The two types of sexual harassment are quid pro quo and hostile environment.
1. Quid Pro Quo Cases – An educational or employment benefit is conditional on sexual behavior. In simple terms this means sex for grades or promotions for personal favors.
2. Hostile Environment – Consists of sexually oriented conduct or a sexually oriented atmosphere that creates an intimidating or offensive environment for men and women. Hostile environment harassment usually involves a series of incidents. It may include suggestive actions or remarks, sexual jokes, graffiti, cartoon, touching, physical interference with movement or other sexually oriented conduct.
The three areas where sexual harassment may occur are student-to-student, employee-to-student, and employee-to-employee acts. If you believe you are being sexually harassed, your best recourse may be first to tell the person involved that you are uncomfortable with the behavior and do not like it and that you want it stopped. In many cases, your clear indications that you want something stopped will be enough to take care of the situation.
You are not required, however, to confront the person in this way. You have the right to take the problem immediately and directly to appropriate school or district authorities. If a student or employee feels he or she has been subjected to sexual harassment and has been unable to resolve the issue informally, the student or employee should report the incident to the principal, or the immediate supervisor of the alleged offender. The principal or immediate supervisor will undertake an investigation of the allegations made by the student or employee using the Box Elder School District Sexual Harassment Policy #3010 procedure.
13
BullyingSunrise High School will maintain an environment that promotes safety and success in learning. Behaviors that disrupt the school or its students will not be tolerated. Parents/Guardians will be encouraged to intervene if inappropriate behaviors persist. Ongoing problems (in or out of school) that affect the learning environment will result in the student’s removal from school. These behaviors include, but are not limited to name-calling, harassment, teasing, threatening, bullying, stalking, or retaliation.

Bullying is a consistent pattern of disrespect for others. It is an intentional act of aggression causing embarrassment, pain, or discomfort to another person. Bullying can take many forms: physical (hit, kick, punch, trip, push, etc.), verbal (harass, pester, put downs, gossip, etc.), gesture (flipping off, threat to fight, etc.), cyber or electronic (posting degrading comments, threats and photos in texts, emails or other forms of social media), extortion (demanding money or other services), and exclusion (rejecting others from participating in activities). Students have a right to feel safe, secure, and protected at school. The effects of bullying last a lifetime. The administration and staff at Sunrise High School are committed to making our school safe and free from behavior which is hurtful in nature and disruptive to the educational process. For those who are guilty of bullying, every effort will be made to deal with it in a manner which is appropriate and that will make the behavior stop, including discipline points, parental contact, counseling, alternative placement, suspensions and/or court referrals.

We encourage students to:Treat other students with respect and dignity
If being victimized, remain calm and avoid getting emotional
Report to an adult those who are bullying
Defend the victims by telling perpetrators to stop their inconsiderate behavior

I have read, understand, and agree to adhere to the SHSS rules and Box Elder School District policies regarding sexual harassment, bullying, and harassment.
Parent and student signatures required on admission agreement form.

Dress CodeThe Box Elder School Board of Education requires all of its students to conform to dress standards that encourage cleanliness, proper hygiene, and modesty. Extremes in dress and grooming tend to draw undue attention toward students and distract from school instruction. The Board supports the position that parents should oversee the dress, appearance, and hygiene of their children. Students who fail to conform to these standards will be sent home (suspended) to make any necessary adjustments. Please review the following guidelines.
1. All outer clothing worn by students must be neat and clean. Minimum length for shorts, skirts, and dresses are expected to be in good taste and not embarrassing or distracting to others and the learning environment. Shorts and skirts must be closer to the knee than the hip, including while sitting.
2. Tank tops, see-through clothing, excessively low necks, abbreviated clothing, and underclothing showing are considered unacceptable (no bare midsections or bare backs). Shirts and blouses with sleeves are required.
3. Appropriate footwear will be required at all times. Shoes with metal or rubber cleats or other hardware (including roller shoes) that may be damaging to the floor will not be allowed. Appropriate footwear must be worn to meet the health and safety standards requirement of the State of Utah. No bare feet are allowed at any time.
4. Makeup should be worn to conform to good grooming rules. Students who can and choose to grow facial hair may do so, provided that it is clean, well groomed, and in good taste.
Any clothing which refers to, promotes, or insinuates any of the following is unacceptable: 1) drugs; 2) alcohol; 3) tobacco in any form, 4) pornography, sexual innuendos, or inappropriate language, 5) gangs or cults. Any apparel, jewelry, chains, belts that hang to the knees, bandanas, accessory or manner of grooming which by virtue of its color, arrangement, trademark, or any other attribute denotes membership in a group or gang, or advocates drug use or exhibits behaviors that interfere with the normal and orderly operation of the school is prohibited. Chains may be worn in moderation and may be restricted as the administration deems necessary.
Hats may not have any markings on the inside -- except what the manufacturer produces. All markings must be appropriate as detailed above. Remember hats will need to be removed whenever the flag is presented and it is impolite to wear a hat in a classroom. Students will remove hats whenever an instructor or staff member asks.
I have read, understand, and agree to adhere to the Sunrise High Schools Dress Code.
Parent and student signatures required on admission agreement form.

2. The student’s physician, dentist, nurse practitioner or physician assistant has provided a signed statement describing the method, amount, and time schedule for administration, and a statement that administration of medication by school employees during periods when the student is under the control of the school is medically necessary.

17
Electronic DevicesThe Board of Education recognizes that uncontrolled use of cellular telephones, pagers, devices containing cameras, and other electronic devices often disrupt student-learning time, may contribute to cheating, and may also be used inappropriately to photograph and/or contact other students without their consent.

The following will govern student use of cellular telephones and other electronic devices and cameras:
1. Students may possess these items while in school and at school activities.
2. All devices will be turned off, not used, and be kept out of sight during class time, unless permission is given by a faculty member.
3. Policies governing student use of cellular telephones and other devices between class times and during their lunch and/or recess periods will be determined at the school level.
4. Cameras and other devices with photography capabilities will not be in view of others while a student is in a restroom, dressing room, or any other location where photography may be inappropriate.
5. Any inappropriate use of cellular telephones or other devices or the use of these devices to threaten or harass other students or school employees will result in the immediate confiscation of the device.
6. Cellular telephones and other devices that are confiscated for inappropriate use at school may be searched and information stored in the device may be used in disciplining students.

Cell phones, IPODs, etc are a big part of our society. Our objective is to teach students responsible use and etiquette of such devices. SHS will allow students to bring such electronic devices to school if they are used properly and do not become a distraction to the educational process. Such devices should be used with headphones for listening to music so as not to infringe upon another person personal space. Cell phones present some serious challenges such as text messaging, taking pictures in inappropriate places, etc. Cell phones or other electronic devices are not to be used in class without approval from the teacher. Cameras or camera phones are not to be used in any restroom or locker room. Students need to understand that the privilege associated with these devices is contingent on proper usage. Failure to comply with school rules will result in loss of privilege.

If a teacher determines that an electronic device is a distraction, they will confiscate it from the student and deliver it to the administration. The following procedures will be followed:
The student will visit with administration and receive the device at end of day.

If the device is confiscated again a parent may be required to come pick up the device.

Repeated confiscations may result in a student electronic device contract and/or the student may not be allowed to bring an electronic device on campus.

If a parent needs to talk to his/her child during the day, he/she may do so by calling the office. Students also need to understand that according to Utah State Law any electronic device that has pornography on it while on school grounds is a Class B misdemeanor. According to Box Elder School Board Policy confiscated electronic devices may be searched for possible violations of state law and/or school board policy.

Student Conduct and General InformationBehavior that is not conducive to the learning environment, including, but not limited to, unnecessary tardies, class disruption, uncooperative attitude, failure to be prepared for class, failing to observe the dress code, profane or vulgar language or conduct, or other behavior that requires students or teachers to divert their attention from the learning environment is considered a disruptive influence. Students who are a disruptive influence shall face disciplinary actions that may include suspension from school and/or police intervention.

1. Class Interruptions: Class interruptions are annoying to students and teachers. A class can only be interrupted with the permission of the counselor or administrator.
2. Fighting: Students involved in fighting shall be referred to the Safe Schools Policy when it is deemed appropriate. Fighting will result in the suspension from school of all persons involved. In the event of a second incident, a longer suspension can result, and further incidents could result in expulsion. Fighting is prohibited in the school building, on the campus, on buses or at any school function. The campus includes the surrounding areas as far as an incident might be seen from any part of the school building. A fight that originates on the school campus, and is continued elsewhere, will be considered in the same light as the one that occurred on the school grounds. For the safety of all involved, fighting shall result in a police referral.
3. Language: Profane language is annoying to the majority of students and staff at SHS and is not appropriate. State and city ordinances make profanity illegal and may also be considered as sexual harassment or disorderly conduct. A student can be suspended for the use of profane language. Profane language directed to a staff member will result in suspension and juvenile court referral for disorderly conduct.
4. Public Displays of Affection: Anything beyond holding hands is not appropriate at school or school activities.
5. Respect for Authority: The school staff, which includes administrators, teachers, counselors, secretaries, and custodians, is responsible for carrying out the school program as directed by the Board of Education. Students are expected to respond, without argument, to any reasonable request made by any staff member or police officer. (This includes giving the correct name and identification.) Failure to obey such requests is insubordination and will result in disciplinary action.
6. Stealing: Students who are guilty of stealing or in the possession of stolen goods will be handled severely. Cases of stealing will be handled through the police.
7. Alcohol, Tobacco, and Drugs: The Box Elder School District Board of Education recognizes that the use, possession, distribution, or sale of tobacco (including
e-cigarettes), alcohol, narcotics, and all other controlled or dangerous drugs and drug paraphernalia constitutes a hazard to students and is illegal according to Utah State Law. All incidents involving drugs, alcohol, or tobacco shall result in school discipline and/or a police referral.
All offenses constituting a class B misdemeanor or higher shall result in a police referral and/or suspension from school.
Further incidences will also result in a police referral, suspension from school and/or possible expulsion pending review by the District Superintendent.
Because of the imminent risks involved in drug and alcohol related possession/use, all incidents will be referred to the police and result in the student’s indefinite suspension from school. Distribution of illegal substances may result in the student’s expulsion from school.
8. Lewdness: Lewdness, such as flashing, streaking, bare bum, mooning, etc., will result in a police referral, suspension from school, and will be handled in school according to the district’s sexual harassment guidelines.
9. Financial Policy: All money collected by organizations at the school is to be receipted by the financial secretary. This includes all fund raising projects. This money should be turned in no later than 3:00 p.m. and should be accompanied by a deposit verification form to assure proper deposit and security. Purchase orders must be obtained before purchasing anything to be paid by the school. A requisition listing the P.O. number, description, vendor and approximate cost must be filled out and left with the secretary at least 24 hours in advance. The vendor will send invoices directly to the office for payment. However, if a student or teacher receives the invoice, he/she is to turn it in to the financial secretary immediately upon receipt.
10. Flower and Other Deliveries: The school will not accept flower deliveries for students unless cleared by the administrator. Items necessary to the education process will be accepted. Notes will be delivered to the students informing them to pick up those items from the office.
11. Telephones and Messages: Office telephones are to be used for official school business or emergencies. Students and teachers will not be called to the phone while classes are in session; however, emergency messages will be delivered promptly to those concerned.
12. Radios, Cellular Phones, Pagers, Electronic Games, Etc.: No pagers or beepers allowed. All cell phones must be in the off position and not in use during class time. If a student is using their cell phone in the building or using it outside during their scheduled classes, the cell phones will be confiscated and returned to a parent/guardian. If the student abuses the use of their cell phones, the staff will request that the student not be allowed to have a cell phone in their possession during the school day. Ongoing problems may result in the student’s suspension from school.
13. Fund Raising: As per District Policy, any organization or group who is in any way connected with the school or who is attempting to raise funds for a school activity through any type of community fund drive must have such drives approved by the principal by the Friday prior to the 1st of October. All fund raising monies must be receipted by the financial secretary.
14. Lunch: The lunch room is open and available to students and faculty before school, during lunch periods, and after school. School lunches may be purchased at the front desk. As per Box Elder High School’s lunch program, school lunches must be ordered by 9:30 AM and picked up by 12:15 PM.
15. Light Lasers: Light lasers are a serious risk to eye safety and are not allowed at school or any school activity. They will be confiscated.
16. Skateboards, Roller Blades, Skates, Roller Shoes, Bicycles, Scooters, Etc.: Skateboards, roller blades, skates, roller shoes, bicycles, or scooters are not allowed on the campus due to insurance liability, student safety, and property damage. They will be confiscated and parents will need to come and pick them up at the office. Since there are now City Ordinances affecting the use of these items, offenders may be referred to the police for their use/possession at school.

18. Studentbody Cards: A studentbody card may be issued to each student when fees are paid, but it remains the property of the school and must be surrendered to staff or police upon request. If a student’s card is lost or stolen, it should be reported to the office immediately so it can be cancelled. A duplicate can be purchased for $5.00.
19. Visitors: All visitors must check in at the front desk when visiting the school. Non students who are loitering on the campus will be referred to the police for trespass. Regrettably, students from other schools desiring to visit students at our school will be turned away.

a. Discuss problems and/or complaints with the teacher/staff member responsible for the decision in conflict.
b. If there is still a question or dissatisfaction, the student should then discuss the matter with the counselor or principal. At this time a formal appeals committee may be formed.

Students are responsible for the care and return of these materials. School materials and resources that are not returned in re-useable condition or in a timely manner will need to be replaced at the student’s expense. These costs (fees) cannot be waived. Lost, damaged, or stolen textbooks can only be replaced by purchasing new books.
