The committee shall be responsible for the review and recommendation of the annual operating budget of the state party. The committee shall receive quarterly expenditure reports from staff for inclusion in their report to the executive committee.

Legislative Advocacy

​​The committee shall receive legislative reports upon request or when necessary and shall assist staff with monitoring and organizing needs. The committee will organize the rest of the executive committee in sharing information with constituents on key advocacy actions and the votes of their members.

Disciplinary

The committee shall conduct business according to the Texas Democratic Party Rules and the parliamentary authority.

Rules

The committee shall receive, hear, and make a recommendation on any proposed change to the Texas Democratic Party Rules. In addition, the committee may receive reports from other committees and staff on their areas of expertise regarding rules reform.

Resolutions

The committee shall receive, hear, and make a recommendation on resolutions submitted to the executive committee. Any state executive committee member may submit a resolution. Any resolution submitted by a non-member must be sponsored by a member.

Nominations

The committee shall be responsible for recommending members to fill vacancies in party offices that require approval by the executive committee. The committee shall include in their report a list of any chair vacancies filled by county and district executive committees.

The committee may support the Communications Director and staff, including, but not limited to, on the distribution of information; resource sharing; opinion-editorial/letter-to-the-editor writing; and identifying signers/communicators. The committee shall receive quarterly staff reports on programs and special reports upon request or when necessary.

The committee may support the Political Director and staff on candidate recruitment and training. The committee shall receive quarterly staff reports on programs and special reports upon request or when necessary. The committee may make recommendations, advise, and provide feedback to appropriate state party staff, the Chair, and executive committee. The following subcommittees shall assist the staff with candidate recruitment and training.

County Party Affairs [New]

The committee may support the County Services Director, staff, and the County Chair Association on county chair and precinct chair recruitment and training. The committee shall receive quarterly staff reports on programs and special reports upon request or when necessary. The committee may make recommendations, advise, and provide feedback to appropriate state party staff, the Chair, and executive committee. The following subcommittees shall assist the staff with county chair and precinct chair recruitment and training.

Convention

The committee shall assist the Convention Director and staff. The committee shall receive a convention request for proposal for the next unselected biennial convention before it is made public. The committee may provide feedback to staff on the convention request for proposal. The committee and staff shall be responsible for selecting finalists to be recommended to the executive committee. The committee may make recommendations on conventions processes.
