Clever release package, but not excessively sudden. Crisp footwork at the line. Great hip depth. Occasional drop step. Highly refined route running with an extensive route tree on both the inside and outside. Varies route speeds well. Does not manufacture much downfield separation. Excellent intermediate separation at route breaks. Nice one-handed catch in traffic out of bounds.Should be a very solid WR3 with WR2 upside. Late third round grade so far.

Georgia Tech (12/22/2023)Hands may end up being a strength in the NFL. Not really separating, but his hands in traffic and body positioning have been unbelievable. Quick feet. Not the best after the catch, but serviceable. Still a late third grade.

Best RouteDig Route. Baker is best when he can get favorable positioning with his creative release packages, then use it to pull away over the middle with a speed cut.

Worst RouteGo Route. He is an effective contested catch receiver downfield, but does not separate with pure speed.

Pro ComparisonPuka Nacua. Baker is a more refined route runner coming out of college with better hip fluidity, but Nacua has slightly superior ball skills and a better understanding of zone coverage.

Final Scouting Report

Baker is a highly refined route runner who should find success on both the inside and outside in the NFL. His extensive route tree allows him to play all levels of the field and succeed at all three levels. In the short area, he creates separation with his clever release packages and footwork. Over the middle or the field, he has crisp breaks and understand how to find separation in both man and zone coverage. Downfield, he is an excellent ball trackers with good hands and positioning in contested catch situations. He really is a highly versatile wide receiver who should be a reliable target in any NFL offense.

His primary limitations stem from his lack of burst and top-end speed. He may simply not be able to create separation in press coverage against some of the highly athletic cornerbacks he will see on the outside. While his footwork is excellent, his single step burst is not as powerful. This allows faster cornerbacks to recover very quickly. Baker may become a chess piece who can be moved around, but is likely best if he is the second or even third target on a team. He should thrive on the inside and against many teams' second cornerbacks, but will undoubtedly struggle if receives WR1 attention. This leaves him with a late third round grade, but it would be understandable if a team takes a shot on him much earlier in the draft.
