10	PROCESS		NOTE: If you have committees, the recommendations can come from the committee chairman. It is proper due process to allow EVERY submitted resolution or rule change or plank to come before the body. It may come with a recommendation from the committee on if it should be accepted or rejected. The committee could put together some as a "packet" to vote to approve, etc., but ALL should be included in either a packet to recommend or reject. Any individual resolution can be pulled from the packet and voted/debated individually. If resolutions are sent to the delegates ahead of time, they can be mentioned by title. If not sent out, they must be read in their entirety before the convention prior to the vote.
