Introduction

This tool allows the user to test the impact of different policy options and emission scenarios on a set of parameters (supply-demand, auctioning volumes, free allocation volumes, ...) under the EU Emissions Trading System. It was developed by Climact and is made publicly available to support and facilitate the revision of the system under the Fit for 55 package. It covers the existing system (power, industry and aviation, with maritime to be added in the future) for the period 2021-2030. Please note that the tool does not cover the proposed new emission trading system for buildings and road transport.

The tool includes a wide variety of possible policy options and emission scenarios. The revision of the EU ETS was published in the Official Journal on 16 May 2023. This final deal in the main scenario of the tool. Other predefined scenarios refers to the proposal and positions putted on the negotiation table in the course of the decision-making process.

How to use

The tool uses some macro's. Therefore, be sure to save it as a .xlsm file, and enable macro's when opening the file.

It consists of several tabs:

- the main dashboard is the main tab. Here, the user can select its inputs (emission scenarios and policy options) and assess the impact on a number of parameters, including the supply, demand and surplus evolution

- the Outputs at MS level tab provides auctioning volumes (per source) and free allocation volumes (per sector) per member state until 2030.

- the main calculation 2021-2030 tab contains the main calculations which feed the results which are shown in the dashboard. There is also a (hidden) calculation tab for the period 2013-2020 to check if all allowances from the 2013-2020 cap are accounted for and which of these allowances could still come to market in 2021-2030.

- there are a number of green tabs with the dashboard inputs for a number of fixed scenarios, including the final ETS deal, the COM proposal, the position of the European Parliament and the position of the Council. Some specific provisions are not included due to lack of data/required info, such as the extension of the system to the waste sector and extra-EU maritime transport as proposed by the European Parliament

- there are a number of further (hidden) tabs with more detailed calculations for specific topics (e.g. the functioning of the MSR, free allocation levels, …). These tabs are hidden but can be unhidden by right-clicking the tab section.
