What does this spreadsheet track? Follow and support organizations who are doing the work in NYS

This tracker is a reference tool to show which legislators have demonstrated commitment to expanding health coverage to undocumented New Yorkers.

Support for the Coverage4All Target Bills in 2022 is shown in the following ways:
1) whether elected officials are co-sponsoring the 2021 Coverage4All priority bill for low-income undocumented NYers who have had COVID-19 (A1585/S2549) and the broader coverage bill for all low-income undocumented adults (A880/S1572)
2) whether they co-sponsored immigrant health coverage bills supported by Coverage4All in previous Legislative sessions, including the 2019-2020 TPS coverage protection bill and/or 2018 Child Health Plus Expansion bill to cover young adults.

We encourage you to use this tracker to see if your elected officials have cosponsored the 2022 Coverage4All priority bills, highlighted in yellow in Tab 2 and Tab 3. If they haven't, we encourage you to contact them and push them to become immigrant healthcare champions by co-sponsoring the priority Essential Plan bills in 2022 (A880/S1572))! If they have supported previous Coverage4All bills, remind them of this when you contact them and tell them to co-sponsor the Coverage4All Essential Plan bills in 2022! If they say YES, ask them to make public statements in support of Coverage4All and the need for health coverage for undocumented New Yorkers during this pandemic. Let us know how these conversations go!

About Coverage4All: a campaign to expand coverage to all New Yorkers. The campaign is a coalition of community members, community organizations, health care providers, legal service providers, and labor, immigrant, and health care consumer advocates. Our objective is to create a statewide health insurance product for New Yorkers who are excluded from eligibility for coverage because of their immigration status. A campaign of Health Care for All New York (HCFANY), #Coverage4All is led by Make the Road New York and the New York Immigration Coalition.

Essential Plan 4 All (S1572A/A880A): Provides Essential Plan coverage for New Yorkers who cannot otherwise access coverage due to immigration status, and whose household income is below 200% of the Federal Poverty Line ($25,760 for 1 person, $34,840 for 2, $53,000 for a family of 4, etc)

COVID-19 temporary Essential Plan Expansion (S2549/A1585): Provides Essential Plan coverage for New Yorkers who cannot otherwise access coverage due to immigration status, who have had a confirmed or suspected case of COVID-19, and whose household income is below 200% of the Federal Poverty Line ($25,520 for 1 person, $34,480 for 2, $52,400 for a family of 4, etc)

TPS Coverage (2019/2020: S1809/A3316): Ensures that immigrants with temporary protected status could continue to receive Medicaid benefits if the federal government ends the program.

Child Health Plus Expansion (2018: S8618/A8054-A): Extends eligibility for the child health insurance plan to young adults between the ages of 19 and 30 years of age. This is specifically designed to extend heatlhcare coverage to this population should their immigration status keep them from being able to afford or qualify for health coverage otherwise.
