The red tabs are ‘operational’ – this is where users are asked to input data and information by answering specific questions. Start with the context analysis tab which includes questions about the AI system deployment context, AI system features and AI system governance. Continue with the impact assessment & mitigation tab where you will evaluate the severity and likelihood of negative impacts on fundamental rights and identify relevant mitigation measures. Embedded in this assessment is a prioritisation formula which automatically assigns a ‘high’, ‘medium’, ‘low’ priority score to each identified impact. The formula helps employers sequence the prevention and mitigation measures - it is not meant to indicate which negative impacts are acceptable or not. The assessment of whether an AI system should be deployed or not is to be made in the deployment decision tab. Note that the questions need not be answered in this precise order and/or in one go. Be prepared for iterative discussions, collecting date from external stakeholders, and the need to re-assess the relevance and severity of impacts before and after the identification of mitigation measures.

The blue tabs have a support function only. The prioritisation result visual includes a risk matrix that allows a comparative assessment of the prioritization scores. The fundamental rights tab includes non-exhaustive examples of how fundamental rights can be negatively impacted by high-risk AI systems.

The gray tabs include technical elements such as the calculation of the prioritization formula and the various drop-down lists. The prioritisation formula is based on all the answers to the questions marked with an asterisk in the impact assessment & mitigation tab. The formula generates a high, medium, low score depending on different combinations of the values of 'impact likelihood' and 'impact severity'. As an attempt to quantify impacts on intangible rights and freedoms, this is an imperfect endeavour underpinned by several arbitrary choices which are made transparent in the formula calculation tab. Road-testing of the template might generate new needs and approaches in terms of further modifying/customizing the formula.
