Big rework woo - Fixed dynamic ER, completely changed the calculation system,

Turrets that proc on hit/dmg have special, slightly extended timers (e.g. Albedo assumes 2.2s between each proc, EMC has 0.6s)

EMC assumes T7 cos I cba to add scalings, Raiden assumes T10 (I'll probably add them sooner or later, but they may be in the DataDump page)
Fixed a MAJOR issue with flat energy when calculating ER

Turrets are assumed to hit every possible hit. You can modify Duration or the Extra Procs section to adjust as you want
