Assigning rewards to goals impact not to budgets requests - how would we change our processes to do this?

Do it all via the dashboard through comments??); or try doing it fully as an actual consent process, which we have never really done?; Or keep consent but get rid of 80/20 rule; Appoint "objectors" to go thru and make objections for others to agree/disagree on; Do the consent process less frequently - 6 months? And suspend the consent process for this coming Quarter? No budgets this time, just reports/impact statements?
