The ProjectsForMap tab of this file contains the information underlying the Public Investment portion of the map on invest.gov, with each row corresponding to a public investment project marked on the map. It does not contain information on the Private Investments or Stories portions of the map.

This data represents a subset of what the Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act will fund and is not intended to be comprehensive. Rather, it is intended to be illustrative of the scope of the Investing in America agenda and the impact it has in all American communities, including yours.

The ProjectsForMap dataset currently includes:

* publicly announced Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), and CHIPS and Science Act (CHIPS) funding for which approximate (ie at least county or Tribe-level) geolocation is available, as of May 9, 2024

* USAspending-sourced BIL awards of at least $100,000 within select programs (see list below) for which approximate geolocation is available, as of Mar. 31, 2024

Note to Past Data Users:

Starting in April 2024, the format of the "Unique ID" field in this data download file changed. Data users can refer to the "Historic ID" column, populated for projects and allocations included prior to April 2024, for backwards compatibility purposes.

Prior to December 2023, this publicly available data download included a StateLevelSummary_Data tab, which included all announced Bipartisan Infrastructure Law (BIL) projects and allocations for which at least state-level geolocation is available. For backwards compatibility purposes, data users can reconstruct the updated equivalent of the StateLevelSummary_Data tab by filtering the FundingSummary tab to rows where "Funding Source" = "BIL" and "State" = "Multiple". The "Historic ID" column is equivalent to the old "BIL_StateLevelSummary ID" column for these rows.

Geolocation Data:

We do not provide geolocation data such as latitude/longitude or shapefiles because the locations shown on the invest.gov map are intended to be illustrative and do not necessarily represent the primary place of performance or recipient location. In most cases, the location shown on the map is the centroid of the city or county in which the funding is located. In the case where multiple awards are in the same location, a technique called ‘jittering’ is used to separate overlapping dots on the map.

A single announcement and/or award does not always correspond to a single project, but can cover multiple projects in multiple locations. Likewise, a project may be funded by multiple awards. Government-wide reporting standards for awards require agencies to report the primary place where work is being done or where the awardee is located. As a result, one dot on the invest.gov map may represent multiple projects in multiple locations.

Funds allocated to Tribal governments are generally shown within the state/territory where that Tribal government is located. Awards with only state-level (or multi-state) location information or with no specific location are not included in the invest.gov map.

Projects vs. Allocations:

Some records in these datasets represent formula allocations directly to state, local, or tribal governments, which will in most cases make further subawards for specific projects. While these records do not correspond directly to specific projects, for brevity this documentation sometimes uses the term "project" as a catchall term for projects, awards, and allocations.

Agency Data Calls vs. USAspending Data

Data with Funding Source = "Agency Data Call" consists of funding publicly announced by agencies, in most cases via press release or apportionment table. Announced funding is preliminary and non-binding and therefore may be contingent on grantees meeting certain requirements. Data with Data Source = "USAspending" consists of awarded funding representing actual obligations as published on USAspending.gov. Obligations are defined as legally binding agreements that will result in outlays, either immediately or in the future.

Unlike announced funding, which provides the maximum amount a grantee may receive (subject to meeting certain requirements as noted above), awarded funding represents the sum of all obligations under that award as of the data date of the USAspending report and therefore does not necessarily represent the final award amount.

USAspending data is included for a set of several programs which generally do not make public announcements, specifically:
- Department of Agriculture: Reforestation Trust Fund (Replant Act)
- Department of Transportation Federal Highway Administration: Highway Safety Improvement Program; National Highway Freight Program; Congestion Mitigation and Air Quality Improvement Program; Surface Transportation Block Grant Program; National Highway Performance Program; Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) – Formula; Carbon Reduction Program; Territorial Highway Program
- Department of Transportation Federal Aviation Administration: Facilities and Equipment
- Environmental Protection Agency: National Estuary Program Grants; Brownfields State & Tribal Response Programs; Geographic Programs – Long Island Sound.

Because they represent different statuses and different sets of programs, announced and awarded funding in the map dataset should not be summed or compared.

Caution: If trying to sum funding by program and compare it to the appropriation amount for the program in the Bipartisan Infrastructure Law Guidebook, note that there are some known instances (including Army Corps of Engineers programs) where sums may appear to exceed appropriation amounts due to complexities in funding tagging.

Historical Data:

This data download file is updated on a monthly basis. While previous months' public datasets are not available, it is possible to track month-to-month changes via unique IDs. Please note that the month that a project or allocation is added to these datasets is typically several months after the project was announced or awarded, though the length of the lag varies.

The invest.gov map and this data file began including CHIPS funding in April 2024.

Prior to January 2024, this data file included two tabs: IIA_ProjectsForMap and BIL_StateLevelSummary_Data. The latter did not include multi-state BIL funding or any IRA funding.

Prior to September 2023, BIL data was mapped on build.gov and IRA data was separately mapped on invest.gov, and data was available for download only on build.gov.

Prior to January 2023, the build.gov map and downloadable data did not include data sourced from USAspending.

Agency Data Call: On a monthly basis, agencies report all announcements of BIL-, IRA-, or CHIPS-sourced funding that they have made within the last month (typically via an agency press release or apportionment table).

USAspending: Data is downloaded from USAspending.gov and filtered to all awards with obligated amount over $100,000 (as of the data date of the report) tagged with a Disaster Emergency Fund Code (DEFC) of “1” or “Z”, which indicates the award is related to the Bipartisan Infrastructure Law. This data is further subsetted to the programs listed in the "Announced vs. Awarded Funding" section above. See https://usaspending.gov/data-sources for more information.
