Gulf council members and Staff,

I am unfortunately unable to attend this coming week’s gulf council meeting in New Orleans due to my first child being due in just a few days and currently everything is on track to begin at any time. Due to this, I am making a tough choice to stay home and attend via webinar despite the paramount importance of the document being discussed in the Sustainable fisheries committee Monday morning. The document I am referring to is the ‘Modification of for-hire multi-day trip possession limits’. In this document, I implore the council to consider in Action 1 to make Alternative 2 the preferred alternative with any of the options 2a-2c in conjunction with Alternative 2.

I cannot stress the benefits to the fishery of being enabled to exponentially reduce discard numbers during one of these multi day fishing trips that meet the requirements set forth. Allowing us to operate efficiently will significantly reduce the impact of these trips on our fishery.

This will be my first missed meeting since I started attending at the June 2017 Naples meeting and it’s perhaps the most significant to my livelihood but I feel my wife and my son need me to stay close to home.

The rule should be modified to allow retention of two days bag limit on 24 hour trips with the exception that the boat must be gone at least 24 hours, if they have to come in early they would have to report to law enforcement letting them know why they are returning early. Additionally the bag limit should be increased to 3 days on trips over 48 hours ect. It should also be noted that it is hours at sea not days on the calendar. And perhaps noted that stops at docks other than the boats normal dock don't matter. (if they stop for fuel and ice while on a trip that is ok)

I am in favor of the preferred alternative which states a two-day bag limit may be retained onboard at any time during a multi-day trip as long as the trip is 30 hours or more in length. This will give the captain more flexibility in planning his trip route.

I was informed my comment wasn't clear, I meant to say keep it as it was prior to the regulations being consolidated in the mid 90's when the 'can't keep the second day's limit until after 24 hours' was magically added. This was not the intent of the original council decision or the AP that worked on reef fish amendment 1 where this rule was made!

I am in full support of the multi-day bag limit possession change for the charter for hire trips. It makes much more sense to be able to harvest those limits at any time on those long trips to increase efficiency for the charters as well as reducing unnecessary handling and increased discard mortality for the various fisheries. I would prefer that the time limit remain at the 24 hour threshold, but am not opposed to the 30 hour preferred.
