Some notes:
Arcanatime is used.
ED is factored into all pertinent enhacements. Incarnates are also factored into this.
Added Endurance to get an idea of how much recovery a rotation will need to be sustained after running into endurance problems with certain builds.
Accuracy is clamped at (5% * Base_Accuracy) minimum and 95% maximum.
Minimum proc chance is set to (5% + PPM * 1.5%). Maximum proc chance is set to 90%.
Proc damages are averaged against their damage done, their percent chance to trigger and the accuracy of the ability.
Patron Pet DPS is not 100% accurate, but it's sufficient unless someone has a better way to model it.
Patron Pet DPS is ability 23, I already have the slot built for it, I'm not changing it's position because it's actually ability 21.

Advanced notes:
Tidal Power is tracked and applies bonus damage and affects where pertinent.
Toggle "cast times" are set to -0.132 to zero them out when put into the cast rotation if you want to see how much endurance your rotation and toggles should require.
You'll be missing the end drain of any other toggles I haven't included like Tough, Weave and the Leadership Pool, so you won't have the whole picture.
Make sure you select your Ammo type for Dual Pistols. If you change primaries away from Dual Pistols, be sure to "select" your ammo type in the drop down again, it won't automatically remove the ammo type.

For Scaling purposes:
Rikti Pylon = +0 levels
Hamidon = +0 levels


To Do list/Dreams:
Having a check box cancel out when another is selected (Unique IOs like Decimation) requires a script. I do not possess this skill.
Add in the damaging abilties from Pool powers. In most cases they're hardly worth using to replace anything from your Primary, but maybe we'll see?
Maybe find a way to "wrap around" a Pause to imply an infinite rotation?
