1. Purpose & Background
The GWC Cross-Cluster Matrix is a tool from the Global WASH cluster that aims at clarifying roles and responsibilities between WASH and other humanitarian clusters. It serves as a general guidance tool to prevent gaps and duplication in emergency responses, and it build on previous versions (2009 and 2015), and other resources. This matrix is intended to be used flexibly, and with regard to the specific context. It is not a rigid guideline. The matrix should save time during field operations by providing a framework for collaboration that has been agreed in principle at the global cluster level; this should reduce the time spent negotiating inter-cluster agreements in the field.
