The overall Goal of FNS is to achieve food security and nutrition at national and household’s level. By particularly targeting areas with food gaps or high food security risks and vulnerable and food insecure rural households, the following strategic objectives are being pursued: (i) ensure the availability of sufficient food for all Afghans, (ii) improve economic and physical access to food, especially by vulnerable and food insecure population groups, (iii) ensure stable food supplies over time and in disaster situations, (iv) promote healthy diets, adequate food utilization and good nutrition practices particularly by women and children. In designing and implementing the FSN strategy, the following guiding principles are applied: (i) identification and removal of existing constraints to food production, access to food, stability, food utilization and nutrition which farmers and rural households face, (ii) strengthening the resilience of farmers and their ability to cater for the food and nutritional needs of their families, (iii) intersectoral and interdepartmental coordination and cooperation. In order to eliminate hunger, food insecurity and malnutrition, a number of key strategies will be implemented by the strategy in order to improve food utilization and nutrition including: (i) promotion of diversification of production with regard to nutrition-sensitive products, (ii) promotion of home-based food processing, storage and conservation, (iii) extension services for women (agriculture, home gardening, livestock keeping, household food security, nutrition, food processing), (iv) capacity building, training in business management and technical fields, health and nutrition campaigns and nutrition education. In order to make agriculture, forestry and fisheries more productive and sustainable, the government plans strategic actions to increase and improve irrigated agriculture. They include the following approaches: expansion of irrigation systems, rehabilitation of existing irrigation systems, the establishment of water storage facilities, introduction to irrigation technologies and improved water and irrigation management. Strategic approaches that have to be applied in designing, planning and implementing agricultural development interventions are: (i) promotion of appropriate land use practices in irrigated and dry-land farming (e.g. watershed management), (ii) developing and promoting improved production technology packages, based on farming systems research, which take into account the specific needs, constraints, capacities, resources, livelihood conditions, and coping mechanisms of farmers and their households, the environmental conditions as well as aspects of quantity and quality of production, (iii) increasing the diversity of food production to enhance households’ resilience to disasters and enable them to maintain a more diversified and balanced diet, (iv) vaccination of animals against common diseases, (v) promotion of sustainable land use practices and promotion of organic farming. To enable inclusive and efficient agricultural and food systems, the government plans to implement the following strategies: (i) exploring the possibilities for cooperation with the private sector, (ii) rehabilitation and expansions of rural infrastructure (roads, market). To increase the resilience of livelihoods to disasters, the government will strengthen the resilience of farmers against shocks in order to reduce the vulnerability of farmers who are exposed to the risk of natural disasters and changing weather conditions due to climate change. Strategic measures by MAIL to strengthen the resilience of farmers include: (i) promotion of applied research in drought and pest resistant varieties, and arrangements that the research results are transmitted to the farmers via the extension services, (ii) support to farmers to resume their farming business aftershocks (provision of seeds and other inputs, rehabilitation measures on farmland, restocking), (iii) vaccination of animals against common diseases, (iv) afforestation, soil conservation and management. In the context of governance, A FSN coordination unit will be established under the Office of the Deputy Minister technical affairs. In an initial phase, it will be composed of as Head of the unit, an FSN Coordination Officer, and an FSN M&E officer. The strategic objectives and related targets of AFSANA are as follows: (i) assure the availability of sufficient food for all afghans, the target is to increase food production by 20% within five years, (ii) establishment of effective disaster preparedness and response mechanism including a strategic grain reserve with an initially targeted volume of 200,000 MT and strengthened resilience of rural population against shocks, (iii) promote healthy diets and expanded access to improved water, sanitation and health services to ensure adequate food utilisation and enhanced nutrition particularly of women and children.; In order to make agriculture, forestry and fisheries more productive and sustainable, the government envisages interventions to be applied in designing, planning and implementing agricultural development among others, the following strategic approaches: (i) accompanying food production expansion interventions with improvements in agricultural and rural service delivery in relevant field (i.e. extension, credit, input supply, pest and disease control), advocating a close, two-way interaction between research and extension to improve farmer advisory services and supporting adequate number and requisite capacity building of support staff, (ii) developing and promoting improved production technology packages, based on farming systems research, which take the specific needs, constraints, capacities, resources, livelihood conditions, and coping mechanisms of farmers and their households into consideration and local environmental conditions into account, (iii) promoting farmers’ organizations (self-help groups, common interest cooperatives, special women farmers associations) in order to link farmers to markets and strengthen their bargaining powers, (iv) promotion of appropriate land use practices in irrigated and dry-land farming (e.g. watershed management).; Regarding the reduction of the rural poverty, the government plans to implement the following strategies: (i) improve vulnerability assessment, particularly targeting criteria and capacity, to enable appropriate identification of vulnerable people.; To enable inclusive and efficient agricultural and food systems, the government plans to mitigate the negative consequences on food security of potential export trade restriction and to improve functions of food markets by: (i) development of rural infrastructure and improvement in functioning of agricultural marketing systems, (ii) negotiate trade arrangements with major supplies that guarantee minimum levels of food supplies at prevailing market prices or preferential rates, (iii) invest in marketing infrastructure such as roads with regional trade implications as well as processing and storage facilities needed to add value to wheat and other cereal, (iv) improving the regulatory environment, beginning with an assessment of the recent realignment of responsibility for specific aspects of food safety and quality and including establishment of the requisite policies and standards, (ii) facilitate the participation of all social groups, particularly women and the disabled, in these activities through skills development and other measures.; In the context of governance, institutionally arrangements for coordinating this AFSANA will be led at the national level by a high level food and nutrition security steering committee (FNSSC), a Food and Nutrition Security Secretariat (Secretariat) attached to the FNSSC and food and nutrition security Focal Points (FPs) at each core ministry or agency. The area to which the Protocol applies (hereinafter the “Protocol Area”) covers: (a) the Mediterranean Sea Area as defined in article 1 of the Barcelona Convention; (b) the hydrologic basin of the Mediterranean Sea Area; (c) waters on the landward side of the baselines from which the breadth of the territorial sea is measured and extending, in the case of watercourses, up to the freshwater limit; (d) brackish waters, coastal salt waters including marshes and coastal lagoons, and groundwaters communicating with the Mediterranean Sea. Article 5 lays down general obligations. Point discharges into the area above-mentioned are to be strictly subject to authorization or regulation by the competent authorities of the Parties. The objectives are to be attained through, inter alia, monitoring activities, scientific and technical cooperation as well as programmes of technical assistance to developing countries (arts. 8-10). Article 11 regards transboundary pollution: if discharges from a watercourse which flows through the territory of two or more parties, or forms a boundary between them, are likely to cause pollution of the marine environment of the Protocol Area, the parties concerned shall cooperate with a view to ensuring the full application of these provisions. Further rules are concerned with settlement of disputes (art. 12), reports (art. 13) and the adoption of action plans, programmes and measures (art. 15). Additionally, the following four Annexes are attached: (I) Elements to be taken into account in the preparation of action plans, programmes and measures for the elimination of pollution from land-based sources; (II) Elements to be taken into account in the issue of the authorizations for discharges of wastes; (III) Conditions of application to pollution transported through the atmosphere; (IV) Criteria for the definition of best available techniques and best environment practice. De plus, le gouvernement envisage un développement de la pêche et des ressources halieutiques. La démarche du gouvernement dans ce domaine s’articule autour: (i) du renforcement de l’organisation des professionnels et des opérateurs économiques, (ii) du développement des capacités d’accueil de la pêche artisanale et des petits métiers de la pêche, dans les zones particulièrement déshérités du littoral national, (iii) de la promotion et du développement de l’aquaculture en vue de diversifier les productions nationales et suppléer aux limites d’exploitations imposées par les réserves maritimes des principales pêcheries, (iv) de l’amélioration des connaissances actuelles sur l’étendue des ressources halieutiques nationales, (v) du développement de l’offre de formation ainsi que leur mise en adéquation avec les exigences dans les domaines de sécurité maritime et des configurations d’exploitation des ressources halieutiques en mer mais également, des nouvelles techniques et technologies d’aquaculture. Dans le cadre de la lutte contre la pauvreté, la création d’emplois demeure un des objectifs stratégiques constants de la politique nationale de développement. A ce titre, les efforts visant à atteindre l'objectif de création de trois millions d'emplois durant le quinquennat 2010-2014 seront poursuivis et renforcés par le gouvernement. De plus, dans le cadre de Sécurité Sociale, le Gouvernement s’attellera au parachèvement des réformes engagées visant à consolider et pérenniser le système de sécurité sociale et de retraite à travers: la poursuite de l’amélioration de la qualité des prestations et la généralisation du système du tiers payant pour les soins de santé essentiels grâce au développement du conventionnement avec les prestataires de soins de santé. Au niveau des systèmes agricoles et alimentaires plus inclusifs et efficaces, le Plan envisage une organisation des activités commerciales et lutte contre le secteur informel. A cet effet, le Gouvernement veillera à améliorer les conditions d’approvisionnement du marché national à travers: (i) le parachèvement du dispositif législatif et réglementaire, relatif à la régulation et à l’organisation du marché ainsi qu’à la protection du consommateur et à la conformité des produits, (ii) la réduction du commerce informel et le renforcement des circuits de distribution, (iii) le renforcement du dispositif de protection et d’information du consommateur à travers, d’une part, le développement et la densification du réseau des laboratoires de contrôle de la qualité et de la répression des fraudes et d’autre part, la réalisation du laboratoire national d’essai des produits industriels ainsi que le lancement effectif du réseau d’alerte rapide sur les risques liés à la consommation. Article IV sets out the fundamental obligation of the Contracting Parties to adopt and implement all measures necessary to achieve the objectives of this Convention, in particular through preventive measures and the application of the precautionary principle. Specific action with regard to land and soil, water, vegetation cover, animal and plant species and genetic diversity, protected animal and plant species, trade in animal or plant or micro organism, whether alive or dead, conservation areas, mitigation and elimination of detrimental effects on the environment, in particular from radioactive, toxic, and other hazardous substances and wastes, and sustainable development are set out in Articles VI to XV. Article XVII concerns protection of traditional rights including farmers' rights. Each Party shall establish or designate, if it has not already done so, a national authority empowered to deal with all matters covered by this Convention (Art. XXI). A Conference of the Parties is established at ministerial level, as the decision-making body of this Convention (Art. XXVI). A Secretariat of the Convention is established under section XXVII. This Chapter establishes within the Department of Commerce a consolidated land use permitting process, known as the Project Notification and Review System, including development standards, procedures for the designation, planning and management of Special Management Areas, procedures for environmental assessments, and procedures for determination of federal consistency. The jurisdiction of the Project Notification and Review System shall be the coastal zone of American Samoa. For these purposes the Act makes provision for a coordinated Territory-wide program of air and water pollution prevention, abatement and control and a framework within which all values may be balanced in the public interest (sect. 2). The chairman of the Environmental Quality Commission, established under section 5, has the responsibility for the administration of this Chapter, which shall be carried out according to Rules, Orders, standards of air and water quality and classifications of the Commission. Powers and duties of the Commission are set out in section 6. Operators or owners of polluting sources may be required by the Commission to monitor and report on pollutants in accordance with section 8. The Commission may establish a system of air and water pollution permits and standards and fees and penalties relative to air pollution shall be paid into the Stationary Air Pollution Source Fund established under section 17 (sect. 15). Sections 16 to 50 deal with granting, variance, renewal, etc. of stationary air and water pollution permits. The Department shall, in collaboration with the appropriate authorities, Departments and statutory bodies, prepare a National Environmental Policy Framework, the contents of which are defined in this Act. The Act also provides with respect to the implementation of the Policy Framework. The Department shall establish within the Environment Registry a register of sources of pollution, which shall contain data identifying the quantity, conditions or concentrations relevant to the identification of each pollutant. No person shall deposit or release a pollutant on or into land, water or the air in quantities or concentrations in excess of the prescribed standard, except under and in accordance with a pollution control permit issued by the Department. The holder of a pollution control permit shall be liable for the payment of pollution charges with respect to the release of any pollutant into the environment. The Department shall promote the adoption and implementation of environmental management standards promulgated by the International Standards Organisation. A strategic environmental impact assessment of a policy, plan or programme proposed by a Ministry, Department of Government or statutory body may be ordered by the Director of the Environment. The owner of a commercial or industrial facility shall prepare and submit to the Director a site environmental management plan in case of certain polluting activities and a establish a Code of Environmental Practice. The Director may, by Order, impose appropriate waste and pollution control measures on the owner of a commercial or industrial facility. The Minister, in consultation with the Ministers responsible for Public Utilities and Fisheries, shall establish a Watershed and Wetlands Management Committee for the management of protected watersheds and wetlands. The watersheds listed in Schedule XI are declared for the purposes of this Act, to be protected watersheds. A special management regime shall apply to such watersheds. There shall also be a list of important wetlands that require protection. A person shall, in undertaking any activity connected with soil, agriculture, water, energy or mineral resources, ensure that the activity is at all times in accordance with the provisions of the Natural Resources Management Plan made under this Act. Protected areas are established by the Minister. The Act sets out management principles for a protected area, which may be, among others, wetlands, water catchment reserve, nature reserves, coastal areas, areas for carbon sink (to be managed in accordance with the principles developed by the UNFCCC). The flora and fauna specified in Schedule VIII are hereby declared to be protected wildlife. El anexo II contiene una tabla que enumera los fertilizantes, acondicionadores de suelo y nutrientes permitidos; mientras que el anexo III se refiere a los productos permitidos para el control de plagas, enfermedades y para el manejo fisiológico de productos. Specially protected natural areas shall be owned by the state. The transfer of state-owned specially protected natural areas to a private ownership shall be prohibited. Protected areas shall be classified as follows: (a) biosphere reserve/reservation; (b) state reserve; (c) national park; (d) natural park; (e) state sanctuary and (f) natural monument. The purpose of legislation on specially protected natural areas shall be: (a) conservation of biological and landscape diversity, natural monuments; (b) sustainability of natural ecosystems and ecological balance; (c) restoration and sustainable development of natural ecosystems of local, regional and international importance; (d) maintenance of nature models, biodiversity and ecological balance; (e) prevention or mitigation of anthropogenic influence on sustainable development of ecosystems; (f) scientific research of natural course of natural phenomena; (g) promotion of sustainable use of natural objects and bio-resources in statutory cases; (h) promotion of ecological education and training activities; and (i) regulation of public relations in the sphere of conservation and use of specially protected natural areas. Its main objective is to provide a systematized package of environmental policy instruments to minimize the pressure on the natural environment. Among the measures aiming for environmental protection, the Programme pertains to management of various types of natural resources. Among them, it covers the issue of land resource management. In this area, the document provides for various measures, including (1) the revision of the classification principle of land resources, separating the notions of “land use categories” and “legal regime of land use”, thus improving the registration system of land fund and inputting new zoning system for land use and documentation for area planning; (2) enhancing the supervision over the land use and preservation by implementing national, regional, community project targeting land use and preservation; (3) reduction and prevention of land degradation, aiming at organization of anti-erosion, anti-land-sliding and ameliorative activities, implementation of measures for restoration (re-cultivation) of degraded lands, definition of principles for privatized agricultural land consolidation; (4) creation of Geographic Information Systems based on modern technologies with the application of environmental monitoring criteria; and (5) allocating lands located outside the administrative boundaries of the communities, transfer of powers to the communities to ensure the prevention of land degradation and biodiversity conservation. With regard to the ecosystem management, the Programme aims to (1) introduce biodiversity accounting, inventory and monitoring systems; (2) set quotes for bio-diversity use, assessment of human-induced and nature caused impact on the use of natural resources; (3) optimization of the Specially Protected Areas (SPA) system in line with modern approaches and principles; (4) in view of the long-pending idea of the communities on establishing community forests, to envisage reforestation of no less than 3,000 ha community territories by mean of attracting various financial sources and innovative financial mechanisms, which will at the same time specify active measures to fight fires and pests; (5) carry out an appropriate research to clarify the time-frame for implementing the measures as stipulated under the National Forest Programme of Armenia before 2012; (6) develop and implement pilot project on availability of genetic resources in the community and fair distribution of the benefits obtained from its use aiming to create prerequisites for conservation of Armenian genetic variety and balanced use of genetic resources. Finally, the Programme treats the issue of water management. In this area, it notes that one of the most important prerequisites of appropriate management of water resources is the assessment and classification of water reserves and resources of the Republic, which will in turn allow making decisions related to the expansion of the strategic water reserves and regulation of river flow. Among other important directions is the development of global water resource management, which will require elaboration of projects for surface and underground water resources monitoring based on the river basin approach. Another direction relates to definition and conservation of water ecosystems reservation zones (of sanitary conservation, flow formation, underwater conservation, water protection zones, ecotone, etc.), as well as the development of methodology for determining the volumes of ecological outlets on the basis of hydro-geographical characteristics. The state policy for environmental protection and reasonable use of natural resources is developed and implemented by the Ministry of Nature Protection of the Republic of Armenia. The functions assigned to the Ministry of Nature Protection are implemented by the structural and detached units of the ministry personnel and state non-profit organizations and companies established within the ministry system. The Parties have agreed to cooperate as follows: (a) to prevent freshwater pollution; (b) to exchange information and water monitoring data; (c) to carry out water purification arrangements for sewage and polluted water; (d) to carry out arrangements for the mitigation of the consequences of natural disasters and emergency situations in waterbodies; (e) to establish the basic principles of management and distribution of water resources (art. 2). The Parties have pledged to create common water monitoring system (art. 4). The Parties shall autonomously undertake the arrangements for the risk reduction of flood, floating of ice, other natural calamities and water pollution by the industrial works in water conservation zones (art. 6). The Regulations in force under section 6 of the Agricultural and Veterinary Chemicals Code Act of 31 August 1996 apply as regulations in force for the purpose of the Agricultural and Veterinary Code set out in the Schedule of the Act (the AGVET Code") (sect. 8).
