Also his evaluation needs to be released to the public who pay his salary. It was so bad that the company involved quit due to lack of action by the council. Adolf Bailon needs to be terminated from his position. Kevin Schilling also acts based upon his own political aspirations. He is also incompetent, heartless and violates council rules. His lack of action on issues related to Burien's homeless are harmful to all, businesses included, and have led to the death of our unhoused neighbors. He is supposed to be a city leader but all he does is scapegoat others and shift blame. He needs to resign.

Until that is accomplished you cannot blame the police department for These problems.

(2009) The cultural change that has occurred since this new city manager took over is profound. People have left their jobs, said they have felt bullied, and in general have seen what used to be a transparent civil Structure and way of doing things is just disappeared no longer transparent. This guy seems to think he’s a king and Burien is his Fifedom. Enough of this!

I also call for an in-depth investigation of the actions undertaken by Adolfo Bailon and Kevin Schilling.

It is embarrassing to have city 'leaders' acting like six year olds rather than actually trying to make this city better for all who live here. Their attitude is wrong. Instead of honoring the city’s commitment to create shelter housing for those experiencing homelessness, you’re putting your time and resources into suing King County for not helping you terrorize our most traumatized neighbors. Instead of working with local community members that have decades of experience working with people of the margins of society, you’re creating more divides in our city by refusing to meet with community groups who’s values don’t align with yours, and a veteran police officer for trying to push back against your all sweeps no services agenda. I personally, do not know how to convey the level of tom foolery you have to do to get me and the people I am aligned with to be siding with a city’s police force. But Burien’s mayor and city manager have managed to do it, with flying colors. Your actions have been damaging to our community, and fruitless to providing any solutions to our city’s problems. Resign now before you create further and deeper problems.

60	Omaha Sternberg	Burien	Not only has Burien City Manager Bailon pushed for the resignation of Chief Ted Boe, he has also explicitly tried to make helping our homeless population become productive citizens more difficult by canceling the contract with REACH. Mayor Kevin Schilling has spearheaded discussions regarding transitioning our contract with KCSO for police services to a city paid police force (which would be more expensive), expanding Burien's no-camping in public parks ordinance. He also has been the voice of Burien condemning KCSO for filing a request with the court in regards to the constitutionality of the camping ordinance. I might also note that when anyone looks at the Burien Municipal Ordinance for the no-camping ban, the last edit was in November of 2023; however at least two more changes have been made to this ordinance, but the city has NOT added to the public text of the ordinance.

Kevin’s conduct has devolved rapidly and in addition to being disgracefully unprofessional in his behavior towards his colleagues on council, the local Democrats, and his constituents, he cannot even manage to address the issues he claimed as top priorities on the campaign trail. Burien has more unhoused neighbors than ever and instead of working towards housing solutions with wraparound services, these two morons in chief are squandering the money we should be using for housing on legal fees after breaking state law. I urge Adolfo Bailon and Kevin Schilling to not embarrass our fine city any further and to resign immediately.

Please let's get rid of these men who have little to no compassion and apparently can be bought off by the wealthy (Burien Toyota owner, for example). Let's look at the police who have been put in a ridiculous position by these two men and their cohorts. There have to be better solutions than the ones these people have come up with! Find a place for the homeless and unhoused that is safe and secure and where they can be treated like human beings. Take the million plus we have been given by King County and find a tenable solution please! Burien has been offered pallet homes as well as tiny houses for FREE! Let's take them!

The Sheriff has stated several times why she cannot support an ordnance that may be unconstitutional. She has also stated that if the City reinstates the original ordinance without the subsequent tacked on amendments, then she could enforce the original no daytime ordnance. How does the Mayor respond? He fires Ted Boe…he stops paying the Sheriff’s department for their services…He reschedules the town council meeting just to conflict with the Sheriff’s community safety meeting. Just like a petulant little kid. We have a non-elected, part time Mayor trying to prove he knows more about law enforcement and the Constitution than the professionals who live this everyday.

It is our opinion that since his arrival problems have become worse. The homeless situation feels like "Ground Hog Day" It seems he (and the council) are unable to make any decision regarding funding that has been offered, and the location of a shelter. It is our opinion, his way of solving problems is to threaten, blame, fire and even sue people that don't agree or challenge him. His attack at Chief Boe is a perfect example. I have seen no evidence that he is able to solve problems or address the complicated issues our city is facing. I wonder what came of the "confidential" evaluation by an outside company of his job performance due to concerns that were raised?

Unlike Chief Boe, they are not fit to lead Burien. Therefore, City Manager Bailon should be removed from his position immediately and Mayor Schilling should resign.

He makes unilateral decisions, misuses city resources and is a powerful gatekeeper according to his own whims -- as we saw in his hiding of the emails regarding the $1 million dollars for the pallet shelter village last year. I do not trust him. I believe he is a detriment to our city, and quiet honestly, makes our city look stupid.
