We are sourcing information on surveillance measures implemented worldwide in response to the COVID-19 epidemic outbreak.
This spreadsheet is collaborative and your contribution is welcome!

We seek to document the evolution of responses leveraging digital data, with particular attention to:
- challenges to civil liberties,
- the legitimation of data collection & data sharing practices, especially between private and public sector actors,
- challenges to existing data protection frameworks, in tie to the state of emergency.
