Data Sources:The data for the State of Pensions Report were drawn from the following sources:
5
1)Pension Data: All data pertaining to pension plan assets, liabilities, payroll, contributions, or other elements of the public retirement systems examined in the report were compiled using plan-specific reports. This means data were extracted primarily from plan valuation reports and comprehensive annual financial reports (ACFRs), but other supplemental data were also collected from state ACFRs, investment reports, and other publicly available sources.
6
2)Federal Reserve/Bureau of Economic Analysis Data: The Federal Reserve (Fed) and Bureau of Economic Analysis (BEA) compile a variety of data and make them readily available to the public. For this report BEA data were used to record GDP by state while Fed data were used to report their measure of public pension liabilities, assets, and GDP (page 22 of the report). Fed data were also used to report average annual treasury yields (pages 26, 28, and 29 of the report).

Notes:Please note that as of this publication, not all plans have finished their FY 2022. In those cases, we have collected reported investment returns or have used our asset benchmarks to estimate 2022 funded levels. As new data are released, we will update our figures. In addition, not all plans have published their actuarial valautions or ACFRs for FY 2021. In those cases we have sought to find their data from investment reports or other documents published by the plans. If no specific data were available, we have estimated their 2021 data.
