This spreadsheet is a working document for the Phone-Free Schools State Report Card, a collaborative project between the The Anxious Generation, Smartphone Free Childhood US, Institute for Families and Technology, and Becca Schmill Foundation.

The Report Card is designed to serve as a vital resource for lawmakers and advocates dedicated to strengthening school communities. We welcome grade disputes, additional context about current legislation or pending bills, and requests or recommendations for helpful information, research, and resources. Our teams are also available to assist in bill drafting and review. Please email info@phonefreeschoolsreport.org.

Clicking on a state in the map will open a downloadable PDFs of that state's report card (a snapshot of what is included in this spreadsheet). The website also includes resources and tools for advancing phone-free schools legislation and policies.

How to Use This Spreadsheet

The first four tabs provides informtation on criteria and methodology, an at-a-glance of states by grade, list of states by score (highest to lowest), and the grading template researchers used for detailed grade assessments. These are followed by individual tabs for all 50 states and Washington D.C. If a state has a phone-free school law, that law is broken down and compared to the provisions in the gold-standard 2025 Phone-Free Schools Model Bill developed by Distraction-Free Schools Policy Project.
