GENERAL PURPOSE AND INSTRUCTIONS

The primary purpose of this Air Force Research Laboratories (AFRL) Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ), henceforth referenced as AMAC, is to provide an agile and rapid contracting vehicle to acquire AFRL enterprise Science and Technology (S&T) needs.

The anticipated scope of the AMAC includes all unclassified AFRL-funded research and development (R&D) to include basic and applied research, data science and analytics, technology development, digital architecture, modeling and simulation, manufacturing and fabrication, experimentation and testbed development, integration and demonstration, and technology transition to military capabilities.

The intent of this AMAC is to leverage the MAC IDIQ awardee pool to award AFRL decentralized fair opportunity task orders (TOs) or delivery orders (DOs). Decentralized Fair Opportunity Proposal Requests (FOPR) are anticipated to be issued by specific AFRL directorates.

This anticipated contracting vehicle is at the AFRL enterprise level and should not be confused with AFRL technical directorate (TD) specific IDIQs and MACs. Being a part of an AFRL TD IDIQ/MAC does not automatically qualify performers to be part of the AMAC, nor does it automatically qualify performers to be awarded under the AMAC. This vehicle will not be used for Advisory and Assistance (A&AS) requirements.

The purpose of these brief instructions is to aid offerors in responding to the solicitation.
Offerors shall not deviate from the format provided. Offerors shall not exceed page counts as described in Section L, table 2.3.

Fillable areas in this document are highlighted in yellow. Offerors are asked to fill these cells with plain text or use check boxes only. Please do not make any changes to cell locations, number of columns/rows, formatting, formulas, weights, or bonuses.

Offerors shall fill out Volume I - Offeror's Company Information in the highlighted yellow cells in the "VOL I & II" sheet in this excel file.

VOLUME II INSTRUCTIONS

Self Scoring Spreadsheet:

In the sheet labeled "Self Scoring Spreadsheet" of this excel file, fill out the contract number column with an active or past contract with the federal government which demonstrates performance as a prime contractor in the relative area of interest. The relative area of interest will be in the same row which the contract number is entered. A single contract can be used to demonstrate performance in multiple areas of interest if applicable. However, multiple contracts demonstrating performance in the same area of interest will not be considered towards a final score.

VOL II:

Offerors shall fill out Volume II - SECTION M-2.1 in the highlighted yellow cells in the "VOL I & II" sheet in this excel file. Each page references a different contract identified in the Self Scoring Spreadsheet. Offerors shall fill out the referenced contract number, title, contract type, area of interest, and narrative Summary of Statement of Work (SOW) for each contract. Accepted contract types are FAR Based, cooperative agreements, Grants, and Other Transactions.

Offerors are only required to fill out as many pages in VOLUME II equal to the number of contracts in their proposal. If more pages are needed, copy all cells on the last page of the sheet and paste special (keep source column widths) to the next sheet to the right, as many times as necessary.

SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT (SBPCD)

The Offeror shall fill out the "Small Business Participation Commitment Document (SBPCD)" sheet of this excel file. A SBPCD is required from all Offerors, to include small businesses. This also applies to companies with commercial plans and comprehensive subcontracting plans. The winning Offeror’s SBPCD will be incorporated as an attachment to the awarded contract. The SBPCD is separate from the Subcontracting Plan required by FAR 19.704. The SBPCD must address the following:

a) List which small businesses (including small businesses in all identified socioeconomic categories) may participate in AMAC. If the proposer is a small business, include the name of the proposer. Prime effort counts towards small business participation and should be recorded as such.

b) In accordance with US small business administration size standards, identify the socioeconomic category/categories for each company as applicable. Examples include:

• Small Business (SB)
• Small Disadvantaged Business (SDB)
• Woman-Owned Small Business (WOSB)
• Historically Underutilized Business Zone (HUBZone) Small Business
• Service-Disabled Veteran Owned Small Business (SDVOSB)

c) Provide product service code for each company.

d) Provide North American Industry Classification System (NAICS) code for each company.

e) Describe the strength and specificity of the commitment between offeror and each company. For example but not limited to: agreement type, legally binding, previous partnership, etc.
