A partnership has been established for Idemia to support Libya in implementing a biometric digital identity system. This system aims to help the conflict-stricken nation conduct more reliable and fraud-free elections in the future. The Memorandum of Understanding (MoU) was signed by Libya's Interior Minister, Fathi Bashaga, representing the internationally recognized government based in Tripoli.

Biometric identity

After failed attempts in 2015 and 2020, the Tunisian government has resumed in 2024 the idea of introducing biometrics-based identification documents such as national IDs, residence cards and passports. A bill in this respect has been tabled in Parliament for scrutiny, but rights advocates and civil society organizations have raised concerns about the risk of data breaches, saying the existing data protection legislation in the country is not enough.

Burundi is committed to issuing biometric identity cards to its residents before the 2025 elections, with the project already at an advanced stage, the Interior Ministry announced in 2023.

A principal goal from the World Bank funded project will be to unify the current variety of social registries into a single, integrated national identity system (e-ID) which citizens can use to access all public services. By the end of the project, the aim is to enroll half the population in the e-ID system, with women, who are significantly underrepresented in current identity systems, representing half of the enrolled.

In December 2023, Ethiopia completed linking TINs to Fayda numbers. In 2024, the Ministry of Innovation and Technology launched procuring strategy for infrastructure for the digital ID project. Despite only four million enrolled so far, Ethiopia aims to register 90 million citizens by 2028, delayed from the original 2025 target.

In 2022, the initiative Sango Project was started by the Central African Republic National Assembly and supported by the President and it's roadmap it envisions launching a digital identity. In the same year, six countries hosting forcibly displaced persons from the Central African Republic (CAR) have agreed to takes steps aimed at issuing biometric cards and other identity documents for the hundreds of thousands of CAR refugees they are hosting on their territories.

In 2023 the Democratic Republic of Congo has launched its new national identity card. In the same year, big names in the biometrics and digital idenetity space such as Idemia,Thales and Veridos are said to be among those in the running for a contract to produce new generation national ideneity cards in the Democratic Republic of Congo.

The Government of the Republic of Congo has obtained a credit from the International Development Association (IDA) to finance the ‘Digital Transformation Acceleration Project (PATN)’, and intends to use part of the amount of this credit to make payments under the following contract: ‘recruitment of a firm to carry out a review of the legal and regulatory framework for civil status and identification’.

A loan agreement has been concluded in 2023 between the World Bank and the central African nation of Gabon for the implementation of a project dubbed “Digital Gabon.” The key objective is to facilitate access to legal identity and select digital government services, according to a World Bank press release. The country has not issued ID cards to its citizens since 2012, with several episodes of failed government promises.

Divided into three phases, Lesotho’s digital ID journey started off in 2010 with the first phase of implementation ending in 2019. The second phase started last year and will run till the end of 2022, while the third phase is planned to span the period from 2023 to 2030. While the first ten years of the system saw its design, development and rollout, phase two has been about encouraging citizens to embrace the system and make use of it for different service-seeking purposes.

The producers of Ghana’s national ID card, known as the Ghana Card, have announced that a complementary digital version of the identity credential will be rolled out in 2024.
