The value reported here are very unlikely scenario where instances access disk 20% of the time at full capacity, or 100% of the time at full capacity. To take away is that the 100% column means that if all instances suddenly runs iozone or iometer you will see those low numbers.

**We assume network never plays a role here. In the case of a small cloud, with a separate data path (ie NC to SC network is separated from the network used by the instances), and with a decent network fabric, it may be resonable. A back of the envelope calculation of IOPS for a 1GB/s and a 4KB file system block (ie disk operation), brings the IOPS to a theoretical number of over 30K IOPS (very theoretical, you should consider network overhead, latency, jumbo frame, buffer, backplane capacity, etc ...). In case your SC has IOPS of multiples of 10K, then the network may indeed play a big factor.
