Agile project management is something I've heard lots in the IT world, so it makes sense to me from that perspective. Iterative is another IT term that means the same thing.

Perhaps "agile streets" is a good alternative. The word "agile" leaves the impression that it can be quickly changed if it doesn't work.

"Agile Urbanism" is borrowed from the agile software development movement which promotes "adaptive planning, evolutionary development, early delivery, continuous improvement, and encourages rapid and flexible response to change" - exactly what these project are doing with infrastructure.
