Assuring adequate legal assistance is provided will be added to the responsibilities of the Director of Operations.The oversight committee shall, on a quarterly basis, review the budget and major actions undertaken by the national organization. Major actions are defined as endorsements (of legislation, other organizations, etc.), national campaigns, changes to the organization's platform, or any undertaking with a cost of $1000.00 or more.The executive committee shall have the ability to designate funds in the budget for the reimbursement of local chapters, provided those chapters that wish to be reimbursed provide receipts or other proof of the amount and relevance of their expenses. Should funds be allocated for reimbursement by the current budget, the executive committee shall prepare a list of cities to be reimbursed, along with the receipts or other proof provided by those cities in justification of their expenses. This list shall be submitted to the oversight committee for approval prior to the allocation of funds to local chapters. Additionally, the executive committee must submit a list of all denied requests for reimbursement, which shall include the reason for the denial of the requests.Motions affecting the procedures of meetings will not come into effect until the meeting following the one in which the motion was passed.No motions will be voted on that were not submitted before the deadline set by the meeting's Chair, or before the beginning of the meeting. No motions will be voted on that were not seconded and thirded before the beginning of the meeting.A member of the Executive Committee or Oversight Committee initiates a motion in the online medium used for discussion between the committees in the manner specified ahead of time by the chairman of the upcoming meeting.An online polling service is used for polling instead of a conference call. Motions may not be amended while the poll is active.Votes are confidential for the duration of the polling period. Afterward, the voting decision of each voter is posted along with the result of the poll. The poll remains open from 8pm to 12pm EDT the next day (EST when daylight savings is not in effect).The Oversight Committee shall have the power to introduce motions to recall any national official serving in an elected position or subject to a confirmation vote. A motion to recall such an official shall require a 3/5 majority of the Oversight Committee to pass. Should the motion pass, the official subject to the vote shall vacate their position immediately and a temporary substitute should be appointed by the Chair, or if the Chair is being recalled, by the Director of Operations. A special election shall be held within one month to select a candidate to complete the remainder of the term.1. Any new motion may be brought before the group at any reasonable time (in a polite, and respectful manner such as requesting time to speak or be added to the 'stack') by any voting member during the new business portion of the meeting of the national oversight meeting. Specifically, given the structure and involvement of members, and especially due to the 'posting of a motion on a website' not being a proper review or admission process, verbal and written motions shall be allowed during new business. 2. Any motion having a second shall be put in for vote at the appropriate fair and reasonable time in the new business section. 3. Motions for amendments to existing motions shall be achieved using the same process as listed above. The issue of the amendment shall be settled by vote prior to voting on the original or resulting motion.The Executive Committee or the equivalent body shall be elected to its first term in the first vote or meeting with quorum to take place on or after Wednesday, August 7th, 2013.
