Resident7/13/2023Community Assistance FormCruise (owned by GM) has selected xxxxxx Rd (the street I live on) to route hundreds of driverless cars down our street as an experiment every single day/night for the last several weeks. I believe that on net these will be safer than humans over time. Yet I didn’t consent to having my street, or my daughter’s life (who sleeps in a room adjacent to the street these robots drive on) be the training data to make this a reality. How do I know this won’t drive into our house and into my daughters room? Who did Cruise pay to do this? Why is my street ok to run these experiments? I can’t even enjoy my front porch with my family without these zipping by making anytime from 6p-6a feel busy. Also these have cameras on top that amount to spyware

Resident7/26/20233-1-1 service request: Resident lives in downtown Austin and stated that the Cruise self-driving cars that are currently operating downtown are creating a nuisance; the vehicles drive by his home several times a night, are loud, and create disruption in his home each time they drive by.

Resident8/1/20233-1-1 service requestCaller stated she had encountered the Cruise vehicles in her West Austin neighborhood. She stated that 3-4 vehicles at a time entered her street the evening of July 26, and she wasn’t certain if they were traveling in packs or if the same vehicles were coming around more than once, but they drove down her street several times from evening until about 2 am, which she could discern due to the sound. She also stated she had concerns because she already lives on a narrow street which is often made narrower by cars parked on the side of the road, and she also had children, and was concerned about whether these vehicles will really be able to tell if they may be about to hit a child and how well they function on Narrow streets

Hello. My family and I live in a quiet neighborhood on a quiet street in North University. In the last two weeks, we have noticed an influx of Cruise driverless cars down our small street. I am talking more than 20 cars in 20 minutes. This is well beyond normal traffic for our street. Not to mention the inherent safety concerns of driverless cars in a neighborhood! We have a lot of foot traffic, people walking their dogs and their babies in strollers (we have a 12 month old baby ourselves). This is significantly impacting us in a negative way. For what? So this private company can make a profit of it driving its driverless cars through our neighborhood??! This is so upsetting and potentially unsafe.

Hello Councilmember, I am writing to you about the Cruise driverless cars that have been set loose on the city. They have been given free range to roam downtown, West Campus, Hyde Park, and other parts of District 9. Every single day I see one of these cars blatantly breaking driving laws. They regularly come to complete stops in the middle of the road, blocking traffic. Yesterday I saw one make a right turn across 3 lanes of traffic. These cars are clearly not ready to be driven on public roads. It is only a matter of time until one of them runs over a pedestrian or a cyclist. I don't know why these companies have been allowed to freely use Austin as the testing ground for their experimental technology but I am asking you to stop it. These cars should only be tested in a private facility and should not be allowed to freely endanger Austinites on our streets. Please take steps to remove these cars from our streets. Thank you

Issue: A resident stated that he was walking across the street, and was nearly struck by a Cruise AV on August 4, 2023 at 10:05 pm at Congress and W 5th Street. The agent read the FAQ to the resident, to let him know they are legal, but the caller wanted to make a complaint.

Austin Police8/7/2023Email to City StaffBiggest and probably the most dangerous issues I’ve seen with them is when we are directing traffic.  I had one the other day drive through an intersection I was directing traffic in, against what I was directing.  They don’t know how to follow our signals/commands, just the traffic lights/stop signs.  If we are flowing traffic against a light/opposite a light pattern, they will blow through or just stop.  This happens almost nightly around campus when we are directing traffic for Moody Center events.

Austin Police8/8/2023Report to City StaffWe stopped all traffic westbound on 12th Street at San Jacinto and the Cruise vehicle was first in line. We then allowed southbound San Jacinto to free flow through the flashing red and the Cruise vehicle kept advancing into the intersection because it thought it was its turn to go. I had to stand within 2 feet of the vehicle to get it to stay stopped. Once I allowed it to go through the intersection, it turned left (SB San Jacinto), and then stopped in the right lane, putting its 4 way emergency flashers on, and completely blocking a lane of traffic for about 5 minutes before finally continuing southbound on San Jacinto.

Austin Fire7/8/2023Report to City StaffDuring our time on 6th street at 0200 when the bars let out, several of these Cruise AV's were in the area making several questionable moves. The worst vehicle movement was witnessed by ENG04 Specialist where an EMS unit responding code 3 towards 6th street moving north on West in the opposing lane almost got cut off by the AV and came very close to colliding with the ambulance twice.

Issue: A resident called to report that on Saturday, August 5, on either W 15th Street or W Martin Luther King Jr St, close to the UT Campus, she saw a total of 22 Cruise vehicles driving in the early evening hours, and at one point, the AVs were taking up all three lanes headed in one direction down the street (of 6 lanes total, she did not mention which direction), and one of the AVs stopped completely in the middle lane, for no apparent reason, causing other vehicles with drivers to be confused and the streets congested for quite some time. The resident stated she is concerned with the number of AVs on the streets downtown at one time, because she doesn’t think they have been sufficiently tested to drive during early evening traffic, but she also worries that the infrastructure supporting all vehicles is barely sufficient to keep drivers, pedestrians, and cyclists safe on the streets of Austin, without further adding the nuisance and unpredictability of the AVs.

Austin Fire8/23/2023Report to City StaffEngine 2 was dispatched to a traffic accident called in by OnStar for a Cruise AV - "Small Bus." Upon arrival, 3 Cruise representatives were attempting to move the vehicle (via computer) from where it had crashed into 1212 West Avenue. The vehicle had driven off the road, over the sidewalk and a 10 foot patch of grass, then into a small electrical building. It hit the building with enough force to break some brick off (about an 8 inch hole). The Cruise reps stated that the vehicle had been in 'Recovery Mode' prior to veering off the road and striking the building; no one had witnessed the accident. The Cruise reps were unable to move the vehicle remotely, and were waiting on a tow truck to pick it up.
One thing to note on this Cruise RoboTaxi Bus was that it could seat 6 people (2 rows of 3, facing each other), but did not have a steering wheel or a place for a driver - and therefore no way for emergency personnel to quickly move it.

Austin Fire8/6/2023Incident reportEng 02 responded to a traffic accident at an intersection. Eng 02 crew moved the damaged vehicles onto Lavaca, southbound along the left side curb, completely out of the intersection.

301 wEST1Eng 02 apparatus pulled behind the damaged vehicles along the left curb, completely out of the intersection. the right lane was open and unobstructed for normal traffic to continue.

Drums made a left at the intersection from 15th to south bound Lavaca. Instead of going in the right lane around the fire engine, drums stopped behind the fire engine, blocking both of the East bound lanes of 15th street.

this was at 3:00 am, so thankfully there wasn't a traffic issue. I took videos of this interaction and emailed it Capt. xxxxxx. Drums stayed there blocking traffic for long enough to have the lights turn a couple times.

Austin Fire8/17/2023Incident reportWe were at a 2 vehicle traffic accident on 15th street heading westbound. Mayfly was not responding appropriately to the needs of the traffic accident.

mayfly at one point pulled into the intersection, put its hazards on, then backed up out of the intersection.

a few moments later, it pulled up next to Eng 02 which was parked on the right side of the road and stopped, blocking the left lane. this blocked both lanes of West bound traffic.

I took a video after the law enforcement officers and AFD crew were commenting on the strange behavior of Mayfly. The video shows the tail end of the intersection after we moved the engine.

eng 02 pulled into the road to back up into station 02. eng 02 puts its light on prior to pulling into the intersection. once eng 02 pulls out, 2 firefighters get out to then back up the engine into the station.

a cruise vehicle then pulled up so close to the engine that we felt like it was going to contact us. it stayed there and we didn't move either.

the cruise should not have pulled up to us and especially not so close to us with our emergency lights on.

Austin Fire9/2/2023Incident reportWhile parked on the side of the road for a medical call, 2 separate cruise vehicles nosed into our Engine. Engine 2 was parked and had their emergency lights on.

twice, a cruise sedan would pull up so close to us, nose to nose, that it would be stuck there, then eventually have to reverse in order to get around.

The Engine was parked for several minutes before the cruise approached. This behavior of the cruise vehicles getting really close and needing to back up has been happening so much. it is very alarming with how close the vehicles are getting. especially since it is more difficult and dangerous for the engine to back up away from a cruise. the cruise vehicles actions are not predictable and there is no mutual communication with them to ensure we are having an understanding of the next moves of each other.

Austin Fire9/2/2023Incident reportWhile driving southbound on San Gabriel, a two way street, Orzo the cruise vehicle went around my engine while we were all waiting to turn at the stop sign.

we did not have our emergency lights on, there were no warning lights at all on. we were not stalled. There was no appropriate reason for the cruise vehicle to go around us.

The cruise vehicle drove around us, but there wasnt any room for them to cut in front of me. So it sat there, blocking traffic from the other direction. I took videos of this interaction and sent them to Capt. xxxxxxx. the video is titled " TDX7246 'Orzo' 09/02/23 @15:52"
