Demo file of web API links. To test the file, delete some entries in the tables and then click "Refresh all" (see pic). Refreshing can take up to 15 seconds or so due to the large size of the tables.

The first tab downloads all HICP price indexes (euro area, changing composition) from the ECB's data portal. The second tab downloads the HICP weigths.

V2 update:

ICP items were selected such that the codes end with "00". This is to avoid errors due to duplicate series for the names. For example, the site below shows two series for "HICP - Glassware, tableware and household utensils, Euro area (changing composition), Monthly"

Both series have the same names, though the one with code ICP.M.U2.N.054000.4.INX is continuous, and that with code ICP.M.U2.N.0540_0.4.INX ends in 2015.

By restricting the series to end with 00, the COICOP level is 3 or lower. See site below for COICOP classifications:
