This workbook is designed to support your district's efforts to create a thorough plan for receiving and then strategically using funds from the Federal government's CARES Act, CRRSA Act and American Rescue Plan. It is organized around questions district need to ask first and then provides a series of logical steps to identify specific initiatives. This workbook also includes some general summary information about the three different funds as well as charts and graphs that can in turn be used to share with your district's internal and external stakeholders. We assume that after districts complete this planning exercise they will either modify this toolkit to support the monitoring of projects or use it as inputs for existing systems and tools your district uses for project and financial planning and monitoring. We have tried to make this toolkit usable for all districts but also recognize every districts has unique needs. We hope that even if you are using your own tools and processes for planning for using Federal funds, you will find some of the components of this toolkit helpful. Please note this toolkit cannot take into account all nuances of federal law, federal regulation, or state-specific plans and requirements for these funds. Accordingly, this document should not be taken as legal advice, and you should not rely on its contents without first consulting an attorney.
