Note: Weights include multiplicative bonuses from armor type/raid buffs and affinities. That is, the weights are for differences in stats on gear, not your difference in stats after equipping the item.

Otherwise you can ignore them unless you're like <50 points away. A more definite answer will be forthcoming (eventually). (A list of breakpoints is on the About tab.)** Stat weights often change based on the player's current gear due to synergies and diminishing returns (DR). For best accuracy, plug your own stats in instead of using these defaults (which are set to BiS). To enable editing, create your own copy with File->Make A Copy. Public editing is disabled, obviously, so people cannot deface the spreadsheet. DO NOT REQUEST EDIT ACCESS; that is not necessary to edit your own copy, and just spams my e-mail.

*** Mana cap definition: In this context, being exactly at the mana cap implies that one could freely spam the most expensive, effective spells for the current given situation for the entire fight without ever running out of mana until the end of the fight (i.e. end the fight with about 0 mana left).

Mana cap depends heavily on the boss encounter or dungeon, and as such, a precise value cannot be given. If you find that some bosses put you above mana cap and some below, you would ideally want to maintain two gear sets and swap between them.

TLDR or if you're still confused: Use the "below mana cap" weights, unless you find yourself unable to OOM. (Depending on the fight and between 5mans/raids.) Basically consider maintaining a second, lower-priority, high-haste gear set (above mana cap). Most raid fights will be below mana cap, though, so your lower-haste set is your primary gear set. The above mana cap set is great for dungeons, though.

Note: Use "MW M+ Sustained" for longer Tyrannical bosses with high TOTAL healing requirements, like Helya in Maw of Souls or Melandrus in Court of Stars. They need (but currently don't have) their own stat weight column. Just use these for now.
