Data include all students enrolled as of 10/31/25, pulled on 11/3/25. As part of this reporting, there are the following exclusions: self-contained classes; classes in District 75 schools, District 79 schools and programs, District 88 schools and programs, Home & Hospital schools, and charter schools; 3K & PK classes; exam prep classes. PE classes and Performing Group classes for grades K-5 are not included. Official classes and STARS classes with more than 100 students or fewer than 5 students are excluded.

For grades K-5, class size is determined by number of students as of the audited register date (10/31/25) assigned to a student’s official class, (i.e., the primary class to which students are assigned to receive their core instruction throughout the day), from the Automate the Schools (ATS) system. Classes include general education, Integrated Co-Teaching (ICT), and Gifted & Talented (G&T).

For Grades 6-12, class size is determined by the number of students as of the audited register date in each section of courses in Term 1 in the included subject areas who are meeting at the same time (based on period and day cycle) in the same room (or with the same teacher if valid room number is not available) according to the STARS scheduling system. Classes include general education, Integrated Co-Teaching (ICT), Gifted & Talented (G&T) and Accelerated classes.

Beginning in 2024-25, 6-12 Performing Group (PG) classes are identified using a definition agreed to by NYCPS, UFT, and CSA. PG classes include classes in the subjects of Music, Theater, or Dance that schools indicated are Performing Group classes using a class section property in the STARS system. PE and PG classes in K-5 are not included.

New in 2025-26: Class counts for 2025-26 include the total number of classes, the total number of exempted classes, and the total number of non-exempted classes. Compliance is based on the total number of non-exempted classes (i.e., the compliance rate is the total number of non-exempt classes at or below the cap out of the total number of non-exempt classes). Exemptions were determined in collaboration with the United Federation of Teachers (UFT) and the Council for School Supervisors and Administrators (CSA), in alignment with the law, and granted to schools meeting criteria outlined within the July 2025 Class Size Reduction Plan.

Projections for SY 2026-27 are based on school capacity to reduce class sizes within their existing space and enrollment footprints; however, as discussed in the Executive Summary, school-level planning remains ongoing.
