The state cannot implement policies on a consortium level without approval via public library steering committee / council on libraries unless the policy is state mandated (such as the internet use policy mandated by DE CIPA - Children's Internet Protection Act | Library patron privacy is protected in DE Code Title 29/Chapter 100 - Freedom of Information Act and ALA code of ethics but the state does not mandate that we have a specific privacy policy.
