5/1/25Is this RFA identical to the RFA that was previously funded under the SNGP?There are some differences in this new RFA with regard to allowable expenses, but the requirements regarding the SNGP have not changed since these are identified in statute.

5/1/25If we were funded under the previous SNGP/ESNGP RFA, are we eligible to apply again?Yes.

5/2/25Regarding the use of fiscal agents, how does this apply to charter schools that are required to have an LEA that authorizes the charter school and manages the finances?For the purposes of this RFA, a fiscal agent is defined as an entity that acts as the legal agent for all aspects of the project, including fiscal and grant programmatic work. It is acceptable to use a school district or CSI to handle the financial parts of the SNGP grant, but not full responsibility for all grant-related work.

5/3/25Is $500,000 the total amount you have to award or how much will be awarded to each grantee?$500,000 is the total amount that will be awarded per fiscal year.

5/3/25How many applicants do you expect to award?The number of grantees awarded is contingent upon many factors: awards depend on how many applicants apply, how much funding each school requests, and negotiations of budgets.

5/5/25We are in a state of declining enrollment and as such we are considering reducing from 2.0 FTE School Nurse positions to 1.0 School Nurse positions. Would we be eligible to apply for the grant if we planned to use the funding to maintain our current level of nursing?Yes.

5/5/25We have a nurse that is currently funded using current CDPHE Nurse Grant funding. We would like to use the funding outlined in the RFA to retain this nurse. However, the current grant funding ends 6/30/25 and the new funding is effective 9/1/25, meaning there is a 2 month period where this position would need to be covered by general funds to retain it. Can we fund this position from 7/1/25-8/31/25 with general fund and then fund them with this new School Nurse Grant Program funding opportunity?Contracts are anticipated to begin September 1, 2025 and no pre-award costs will be covered.

5/6/25Is the SNGP Budget template to be completed at this time for just one year, and then each year thereafter to renew, or should it be completed for the 5 year period with tabs added for each year?Applicants only need to complete a budget for the first year of the grant at this time. If awarded, grantees will complete budgets before the beginning of each new fiscal year.

5/6/25Is there a letter of intent to apply for the grant that needs to be done? If not then the only submissions that need to be made for this grant is the full application itself by May 23rd correct?A letter of intent is not necessary for this grant. Applicants must submit a full application, including the attachments described in the RFA. These attachments can be dowloaded from the School Nurse Grant Program website.

5/6/25In the pre-application webinar, it was mentioned that the typical award range would be discussed. This is also found on slide 3 of the webinar slides. I don't remember hearing that information on the video. Please elaborate on the typical award range if awarded.There is no typical range for awards. Funding decisions will be made based on scoring criteria, budget negotiations, and available funding.

5/6/25After downloading the form, I can not enter any information after city, state, and zip on the cover sheet/signature page. Has this been an issue for anyone else?Yes. An updated version of the form will be uploaded soon.

5/6/25On the Alchemer online application platform, question 10 asks to describe how grant funding will be used to support the seventeen additional activities articulated on pages 8-9 of the RFA. Did you mean the activities on pages 4-5?Yes.

5/6/25Your sample budget includes funding for various position titles. However, funding for a finance manager/administrative assistant was not allowed during the first five-year grant cycle. Is this an allowable expense for this grant cycle?No. The School Nurse Grant Program can only pay salaries of school nurses. Indirect costs are allowed.

5/6/25Attachment B is the statement of work; what (if anything?) needs to be completed for this document?The statement of work needs to be signed and submitted to verify that the applicant approves of the metrics required to remain in compliance with this grant.

5/6/25Where would you prefer the signature on Attachment B? There is no specific place to docusign/ or for wet signature.The applicant can sign anywhere on Attachment B.

5/6/25What is meant by 'Original Contract Number'? This is at the very top of Attachment B.The "Original Contract Number" will be assigned if the applicant's application is selected for funding. Applicants can ignore the "Original Contract Number" for the purposes of this application.

5/7/25What are the point values for the different ratios of school nurses to students?This question has a total of 10 points to be awarded based on the ratio of students to school nurses.

5/7/25Are large schools prioritized over small schools? How is this figure calculated into a scoring rubric?No. The School Nurse Grant Program prioritizes rural, small rural, and Title I schools. Points are awarded to schools who meet these criteria.

5/7/25Is the amount of funding requested in a budget relative to the points awarded to a school.No. There is no correlation between the budget size and how many points are awarded.

5/7/25Is the amount of funding a district plans to contribute to the salary/other costs directly related to the number of points awarded?No. Points will not be awarded based on how much a district is or isn't able to contribute to the nurse's salary or other budgetary items. Match is not required for this grant.

5/7/25If a district has a Financial Risk Assessment on file with CDPHE through another grant filed in 2025, do they still need to complete the attachment D template included in this RFA? Or can they attach the form already on file?Applicants do not need to complete Attachment D if a Financial Risk Assessment is on file for the purposes of this application. That being said, the CDPHE compliance team may ask for a new FRA even if there is already one on file.

5/7/25Should districts plan for level funding? I'm considering the salary and benefit increases anticipated over 5 years. Would increases in salary and benefits need to come from another source or require a reduction in other categories in future years?Yes, if awarded grantees will receive level-funding for the grant cycle - contingent upon availavble funding.

5/7/25Is it allowable for a school nurse funded through this grant program to provide care to preschool students?No. This grant is intended for nurses serving K-12 students only.

5/7/25Are schools considered a local public health agency?Typically, school districts do not fall under the umbrella of local public health agencies.

5/8/25Under unallowable expenses, #4 states out-of-state travel. As the CASN annual conference is out of state for the next several years, will travel to these conferences be allowed?Out of state travel is not allowed under this grant. Please note that per the Colorado Association of School Nurses' (CASN) website, the CASN Fall Conference 2025 will be held November 7-9, 2025 at the Embassy Suites in Loveland, CO

5/8/25Are there maximum word counts for any of the questions in the application?No.

5/8/25If you are unable to hire a school nurse (or other nurse that has that sort of certification) I see that you can help this position go through any needed training/certification process-- does this mean that the person you hire HAS to be enrolled and actively seeking this certification? or could you hire a health tech who maybe has plans to pursue this in later years?The School Nurse Grant Program can only pay for nurses salaries or hourly wages. Health techs are not eligible for this program. If a nurse is pursuing a special services provider license, but has not yet been certified, the grant can pay for that process. The nurse in question must at least be an RN.

5/8/25I am wondering if we can "hire" someone who is in school working towards achieving their nurse licensure, say a CNA, etc. would that be okay for year 1?No. The nurse must be an RN-level nurse at the time of hire under this grant.

5/8/25How many students are enrolled at this school? Do we use anticipated enrollment figures for next school year or do we use the number of students we have this current school year (24/25)?Please use actual numbers rather than anticipated enrollment figures.

5/8/25Additionally the links to determine if you are small rural or rural are not working in the RFA...they are redirects and not to the information needed.Apologies for the broken link. Colorado Revised Statutes Section 24-1-115 references the creation of the Colorado Department of Education. The information needed to determine if a school district is rural or small rural is included in the definitions of rural school districts and small rural school districts on page 9 of the RFA document.

5/9/25How long do we have to ask questions about the RFA?There is an error in the RFA that says grantees have until May 14 to ask questions. This is a typo. According to the Schedule of Activities, grantees have until May 9 at 5:00 pm to ask questions regarding the RFA.

5/20/25The application says my attachment(s) is too large. What should I do?Log out of the application, then log back in. This should fix the problem. Also, it might help to compress the files into a smaller format.
