Intends to encourage the replacement of fossil fuels and hydrogen produced from fossil fuels with qualifying hydrogen for the purposes of promoting decarbonization and improving the State's air quality, provides that a credit is allowed against the taxes imposed on an eligible taxpayer under specified subsections of the Illinois Income Tax Act in a certain amount per kilogram of eligible qualifying hydrogen used by the eligible taxpayer during the immediately preceding calendar year.

Public Utilities Act
