Fort LeeIn light of the declaration of a state-wide State of Emergency to address the COVID-19 public health crisis, Mayor Mark J. Sokolich and the governing body, the Fort Lee Building Department and the Office of Fire Prevention are allowing certain real estate transactions and changes in occupancy to proceed without first obtaining a Certificate of Occupancy from the Borough of Fort Lee. Those transaction include sales and rentals of residential dwellings (includes condominiums and cooperative apartments). Prior to any transaction taking place, the application for a Certificate of Occupancy (sales or rentals) MUST be completed and e-mailed to the Fort Lee Building Department at B-Ribarro@FortLeeNJ.Org. OradellConstruction Inpsections
Until further notice, the only inspections that will be performed during this period are inspections that take place outside (footing, foundation, backfill, trench, exterior framing) or inside a vacant new construction. Vacant means that the property is uninhabitable and has no Certificate of Occupancy. Contractors or property owners are not to be in the area of inspection.

Certificate of Continued Occupancy - CCO (resale/rental):

Application needs to be completed during this time. In addition to the application,
buyer’s and seller’s email addresses will be required.
No CCO can be issued with open/outstanding permits or items requiring permits
that were failed to be obtained.
A letter from the buyer’s attorney acknowledging that they are responsible to
obtain the CCO inspection within 60 days of the restrictions being lifted or when the Building Department opens to its full and normal operations. The letter should also state that the buyers take full responsibility for repairs and items that are found during the CCO inspection by the Borough when the inspection is performed.
A letter from the seller’s attorney stating, to the best of their knowledge,
all smoke/carbon alarms, are up-to-date, in the proper location and are functioning properly. The correct fire extinguisher is mounted in the proper location and operational. Please note that the sellers will take full responsibility for all repairs or modifications to any items listed above that are functioning incorrectly at the time of the inspection.

LeoniaInspections -The only inspections that will be performed during this period are inspections that take place outside including vacant properties or unoccupied homes under construction. Permit Applications -Permit applications or other paperwork can be left in the drop box at the front door of the Borough Hall (312 Broad Avenue) or mailed to the Building Department. CRO Inspection Requirements - A CRO (Certificate of Resale/Rental) application needs to be completed during this time. In addition to the application, please provide the email for the buyer and the seller. A letter from the buyer’s attorney stating that the buyers are responsible for obtaining the CRO inspection within 120 days is necessary
(or when the Building Department opens to full capacity.) Please note in the letter who will be responsible for any repairs or modifications that may be needed. Please provide a letter from the seller’s attorney stating that all smoke/carbon alarms are functioning properly, are up-to-date and that the correct fire extinguisher is installed and working to the best of their knowledge.

Residents of Teaneck, Real Estate Agents and Attorneys,
Due to the recent outbreak of the COVID 19 (Coronavirus) issues affecting the Township of Teaneck,
the State of New Jersey and the Nation, we have been mandated by the State and local governments of
New Jersey to exercise caution when inspecting private properties that are subject to a change of occupancy.

While it is not our preferred method, the New Jersey Edition of the Uniform Fire Code allows the Local
Enforcing Agency, or in this case, the Teaneck Fire Department to accept, in lieu of an actual inspection, a
certification that one or more smoke alarms and carbon monoxide alarms, as applicable, have been installed and
tested in accordance with N.J.A.C 5:70-4.19.

Please fill out the application, enclose the $100.00 fee and mail to the address on the application. You may
email any questions to fireprevention@teanecknj.gov or call (201)808-8080 ext. 5200. A Fire Inspector will
review the application and mail your certificate.

This process will continue as long as necessary to keep everyone safe.
We recommend the seller advise the buyers to contact our office to have the home inspected once the State of
Emergency is over.

INSPECTIONS

For the health and wellbeing of our community and all of the inspectors that work for the town
(building, plumbing, electric, fire and property maintenance) will continue to schedule inspections that take place
outside (minor permits, such as retaining wall, fence, patios, deck, steps, sheds, garages, or tank, footing, foundation,
backfill, trench, etc.) or inspections in vacant buildings (this means no one is living in the house or occupying the
commercial space).

Certificate of Occupancy (CO or COO) inspections will only be done when the dwelling is vacant.
If this is not possible the purchaser’s attorney must submit pictures and a letter certifying that the smoke/carbon
alarms are up to date and functioning with a proper fire extinguisher in the kitchen. The attorney will also certify
that if there is a sump pump in the home that it is not attached to the sanitary sewer.

These conditions will be in effect until further notice.

1. Application(s) are to be submitted and paid for by the seller as normal.
2. The seller submits and application and certification in lieu of inspection for certificate of smoke alarm,
carbon monoxide detector, and fire extinguisher compliance.
3. the inspections will be deferred for up to 90(ninety) days after the state of emergency is lifted.
4. The Buyer and seller agree in writing that the buyer, NOT the seller shall be responsible to equip
the propery with monoxide detectors, and fire extinguisers per state law.
Applications can be mailed to the Township of Wyckoff at 340 Franklin Avenue, Wyckoff, NJ 07481 or
placed in the Drop Box used to pay taxes by the Town Hall front door.
Checks should be made payable to the Township of Wyckoff. Currently Town Hall is closed to the public.

When dropping off paperwork the town wants the realtor's business card attached so that the town knows who will be there.
Other than that adjustment they said the process is going normally.
