5
Reduce ambiguity around fire code language (local amendments v. International Fire Code)Definition of “special event”
- Fire code = 50+ attendees
- SEO = 100+ attendees
Staff suggest change of SEO from 100 to 50
- Potential con: extra work for everyone involved because new requirements would then be triggered within the application process for events of 50-99 attendees
- Potential pro: protections in SEO for applicants that non-applicants do not receive
(i.e., required response time from ACE)
6
A revised max/min time for sending notification once event applications are submittedPros + cons of change in notification deadlines
7
Change special event tier classification definitions for tiers 3 and 4Discussion about confusion between definition/classification of tier 3 and 4 events
- Branding around tiers – Commissioners are concerned the public are seeing tiers as a ranking system
- Staff clarified the tiers’ purpose is to define which set of deadlines to follow
8
More streamlined yet comprehensive special events application with all potential forms and prepopulated information from previous applicationsDiscussion about ACE application needing to be one-stop-shop for any kind of permit
- New AMANDA Portal should address many issues
9
Change requirement for sustainability reportsDiscussion about SEO Rule 4.6 [p. 12] regarding collection of emissions data + Office of Sustainability

Remove number of days as a Tier-determining factor and only use number of attendeesDiscussion regarding event length being a factor in determining tier categories
- Number of days v. number of attendees as factors
– What is necessary? What is problematic?
14
Change “increase” to “change” in SEO 4-20-21 A3 (p. 6)
- Possibly include “temporarily” before “change” to reduce ambiguity
Confusion around phrase: “increase the permanent occupancy limit” in SEO 4-20-21 A3 (p. 6)
- ACE staff clarified it means temporarily changing (increasing or decreasing) the permanent occupancy limit of a facility for a particular event

Two waste management forms - One for established venues and one for one-offs (simpler form for Tiers 1 & 2)Should waste management form be required if event location has private waste plan already?
- Yes - Tiers 2, 3, 4 are required to ensure the venue maintains plans
Maybe venues could prepare info sheets for planners to reference
Why are after- event reports required?
- City collecting data to help direct future ordinance action/special event policy
