"Emergency" water shutoffs were not actually emergencies but were due to poor coordination of already-planned work. Management used the term "Emergency" as an attempt to comply with Texas Property Code 92.008 / 92.052, but this does not hold up when the same pattern occurs multiple days for the exact same reasons, and when the reason was for valve replacements - not an active "Emergency" such as a bursted pipe, major leak, fire, etc. Planned shutoff for September 11 reinforces this fact that shutoffs in June were not emergencies.
