Among the suggestions brought to the Coordination of the International Youth Forum on Climate Change (COY 21), is
the need of the assurance given by the representatives of each country at the COP 21 meeting in Paris (signed by the representatives and the president of the Forum) so that there is compliance with the demands presented by youth, teachers and researchers of the International Forum on Global Climate Change .

Without this guarantee the representatives of the participating countries at COP 21 in Paris, and monitoring by the youth, teachers and researchers in each participating country COY 21, the need to be created an International Observatory on Climate Change, with scrolling in each member country in debates, and the cooperation of participating governments and the UN to implement the proposals, the whole discussion becomes innocuous and unproductive take protective measures and reversal of Climate issues for the population and the environment, to be applied to representatives countries UN COP 21.

I have been following with regret the developments and confrontations that the Brazilian state has engendered against indigenous community in Brazil, becoming national and international shame, in that their land rights, were stolen and appropriated by ranchers, farmers, loggers and environmental speculators which make the environmental disaster in our country, the profit of those who joined criminally against the Brazilian people and its natural resources.

Faced with these questions that do not reach a positive term in favor of those most massacred - The Forest Peoples - Indigenous people of Brazil, I come to request the interference of the Commission on Environment and Development of the House of Representatives in favor of those who are in Brazilian territory before "Brazilian discovery of the land" and that they are the rightful owners of this ground manly, elaborating document to be presented at the International Forum on Climate Change, to be held in Paris in December.

The idea is the executive branch proposed the demarcation of indigenous lands to the Legislature and this, in turn, as emanating power of the people, to analyze and to seal. The proposal approved by the Legislature returns to the Executive for sanction and approval. This is democracy!

What these institutions, which are against the PEC 215, are based to argue against the demarcation of indigenous lands, anthropological reports are issued by people linked to these same entities. Therefore influences with distorted reality and totally one-sided, forged in institutional interests, totally biased.

There are no set rules to ensure a fair demarcation and compensation of the injured. Participation of the Legislature will give greater legitimacy to the demarcation process. Thus, there is no support on the unconstitutionality thus limiting the rights of the Indians. On the contrary, there will be broad national discussion on the subject. After all, it involves not only the right of the Indians, but also the rights of the whole society.

The proposal of the PEC 215/2000, comes at a time that is established in Brazil, from north to south, the conflict over land. The Executive, fragile, under pressure of all kinds, has no exemption for alone assume such responsibility. Therefore, the legislature has an obligation to contribute to this conflict matter. It is worth remembering also that in the absence of the Legislative, Judiciary recently fell to dictate rules on demarcation of indigenous areas, where the controversial demarcation of "Raposa Serra do Sol", in the State of Roraima.
