Plywood import volumes to Europe from the 4 suspect countries are recorded by Eurostat under the customs code for plywood (44123310). These are measured in hundreds of kilogrammes. We convert to cubic metres at the recognised rate of 710kgs to 1 m3 and truck-loads at the rate of 35 m3 to one truck, the standard international volume for a shipping container.

Retail value is calculated at a rate of £131.94 (Eur 159.67) per sheet of plywood available in UK wholesaler stores in November 2024. There are 18.66 sheets of plywood per m3. So a cubic meter is worth Eur 2,979.44.

Estimating volumes of illegal plywood

Increased exports from the 4 suspicious countries (China, Kazakhstan, Turkey, Georgia) since sanctions came into force are counted as illegal Russian plywood. The volume is determined by comparing pre and post sanctions trade levels, presented in the green table in the next tab. This shows the total volume of plywood imports from 10th July 2022 to 31st October 2024, minus the volume imported into Europe before sanctions took effect. The latter, what we call the 'pre-conflict baseline', is based on imports during January 2022, considered to be 'normal' plywood trade (the grey table). The final step is to subtract the first 10 days of July 2022 (pre-sanctions), based on the daily average for that month (the purple table).
