General Education Provisions Act (GEPA)

Section 427 of the General Education Provisions Act (GEPA) (20 U.S.C. § 1228a) requires U.S. Department of Education grantees to describe the steps the grantee will take to ensure equitable access to and participation in the Federally-assisted program by addressing the special needs of students, teachers, and other program beneficiaries. The statute highlights barriers that can impede equitable access or participation: gender, race, national origin, color, disability, or age.

Many educators and parents in our district hold the belief that educating students with disabilities inside a special education classroom is more beneficial. Our current belief is that we should deliver special education inside of the general education classroom with a core plus more model. The special educator can use their universal design of learning approach to all students who are struggling inside of the core instruction environment. We know that we must implement this inclusive practice to prepare our students for the demands of the real world. Additional barriers include having certified special education teachers and behavioral specialists to assist with the development and adherence to Behavior Intervention Plans. Evaluation practices beginning with the response to intervention process and data collection across all campuses within the district need uniformity.

The Jackson County School District has attended and will attend professional development provided by the Department of Elementary and Secondary Education and district special education faculty and staff regarding Muti-Tiered Support Systems and Behavior Tools/Models. The district is also following the inclusive practice timeline that was provided by DESE in the summer of 2022.
