Filmed in same location as Incident 6. Appears to have been direct hit with a single shell, which is an unlikely outcome for conventional artillery. There is the possibility it was a guided shell, but this seems unlikely considering the context. After the meeting, Putin addressed the nation and then signed into law the official recognition of the LPR & DNR as independent states.

Despite the Security Council reportedly taking place at 1700 local time, watches on the particpants indicated it took place several hours earlier, at around 1200.

Watches of participants at the signing ceremony, which was purported to be after the Security Council meeting, showed times of around 10:15.
