On comparing games with differing levels of precision

For games that only record seconds (and not deciseconds or smaller), those times will be logged as xx.99. Recording up to the centisecond is the de facto standard among current Tetris games. In fact, since many games are frame-based and are limited at 60 FPS, centiseconds are the most accurate they can be.† In order to not punish players who use 60 FPS games, those records will be reflected in the leaderboard as though they were xx.xx0. By the same token, games that do record milliseconds will be rounded down to the centisecond if needed for comparison against a centisecond game (e.g. 18.159 would be converted to 18.150). If the two games that need comparing both record milliseconds, then milliseconds will be used to break the tie.
