3		This database was compiled in June-July 2021 as a project for the Institute for Market Transformation (IMT) to catalogue the values in Public Utility Commission (PUC) Mandates.

6		1 Introduction	Provides overview of database and coding definitions	- Virginia's PUC is coded as "elected," but the Virginia State Corporation Commission’s commissioners are elected by The General Assembly and not by popular vote. - Though the database includes Nebraska, it is excluded from our analyses. Nebraska has no investor-owned electric utility, and its state-wide PUC does not directly regulate the municipal utilities and cooperative utilities in the state. Therefore, it does not have a PUC mandate that can be evaluated with the methods contained in our memo and database.

14		Affordable / Reasonable rates	Usually expressed as a commitment to “just and reasonable rates” for customers or end-users
15		Safety	Usually expressed as a requirement for the PUC to ensure that a utility’s practices and facilities meet reasonable safety standards. This value could also be expressed more broadly as a goal to protect the public health or public safety.
16		Access	Usually expressed as a requirement that utilities provide adequate and reasonable service to customers in their service area
17		Reliability	Usually expressed as a requirement that utilities provide reliable or adequate service
18		Climate	Usually expressed as a commitment to either mitigating emissions of greenhouse gases, or increasing resilience to the effects of a changing climate.
19		Clean or renewable energy	Usually expressed as a commitment to the deployment of clean energy, often aligned with other broader statewide clean energy goals or targets.
20		Energy efficiency	Usually expressed as a commitment to prioritizing efficiency as a resource, or investing in all cost-effective efficiency, particularly in the context of evaluation of resource planning.
21		General environment / conservation	Usually expressed as a commitment to reducing the negative effects of the energy sector on the environment and natural resources.
22		Grid Modernization	Usually expressed as a commitment to incorporating and embracing new energy technologies, improved information flows, and the like.
23		Increased competition	Usually expressed as a commitment to increased diversity of participants in the energy space
24		Economic equity	Usually expressed as a commitment to account for the needs of low-income customers and make accommodations for them.
25		Environmental justice	Usually expressed as a commitment to correct past environmental exploitation in future policy decisions and to ensure an equitable distribution of environmental burdens and benefits.
26		Antiracism	Usually expressed as a commitment to actively correct injustices perpetrated against racial minorities and recognize these historic harms.
