Dumpster Fee Increase from $10/day to $25/day.

They would also like to increase fines for vehicles blocking a cross walk or fire hydrant as well.

Ridley: do we have laws on Bikers using the bike lanes when available?
There are regulations that say, when a bikeway is present, people are expected to use it.
Cyclist are allowed to use the car lane if deemed necessary
Gilmore: Fines should be consistent; Bike Lanes fines shouldn't be so much more than other fines of silimiar nature8-0

Solomon: What is the status before the local finance board?
Denis Enright from NW Financial: they have negative findings because they didn't understand it. that doesn't prohibit us from moving fwd with funding. Typically, new bonds will be 30year bonds, we went for 40 so we don't have to do this again in 10years.
Solomon: how is the upfront fee going to be paid
30 million in 2023, and 10 million each year after at 5% interests
minor impact on sewer and water rates
the franchise fee will be covered even as rates increase
the fee could be changed in 10 years, the franchise would have to come back to the city for approval if so.

Review: Wayne is a short, narrow street with a high-rise" commercial office building and
attached parking garage on one side and family residences and parked cars opposite.
The building/garage is requesting this change so cars leaving in afternoon rush hour can exit more quickly.

3. Several occurrences of parked vehicle sideswipes due to the narrow width along Bramhall Ave.

The ordinance also recommends converting the intersection of Bramhall Ave and Woodward St into an all-wa
y stop intersection.”

LACKS SUFFICIENT COMMUNITY ENGAGEMENT/INPUT.
Survey only received 13 responses.: 12 of whom live on or adjacent to Bramhall Avenue.
11 strongly opposed eliminating parking while 11 strongly supported converting Bramhall Avenue to one-way traffic to address safety concerns.
Only 4 respondents indicated some support for leaving the street as is.
9 indicated that Bramhall one-way traffic should be westbound only (towards Berry Lane Park).
This aligns with some of the open-ended responses about drivers using Bramhall as cut-through street to avoid the signals on Communipaw Avenue.
The recommendation from the Department was to convert Bramhall Avenue between Pacific Avenue and Van Horne Street to one-way westbound traffic with no impact to parking.
