VirginiaExactly what did state LWV do regarding redistributing?Assuming the question is about redistricting, the LWVC has done A LOT. We were instrumental in the passage of Prop 11, which led to the current commission led redistricting. We continued to closely monitor and comment on the implementation of the first commission. Likewise, we have been closely following and commenting on the redistricting commission process for the new commission, starting with the selection process, and continuing now as the commission is meeting. We are part of a broadly inclusive coalition of voting rights and civic engagement groups. At the same time, we are providing support for local Leagues as the local redistricting process gets started. The first steps were ensuring that Leagues in communities with commissions were engaged in the process from the start. We are now working to make sure that local Leagues throughout the state are engaged in redistricting at all levels. This includes public education material, as well as speakers, and discussion groups.Helen Hutchison

JenWhat are some proposed positions and studies that Local Leagues are planning to send to the state? We are not proposing any new studies.LWVC
6
JamesDoes LWVC plan to do a program to highlight Asm Bonta's bills on local redistricting? If there is interest among League members, we could do that. Helen Hutchison

JoanieIn PP in January I find a real difficulty in participation by new members.Check the Program Planning Kit for ideas about how to engage people. Some people find one-on-one invitations helps get new members to meetings. Maybe downplaying the not particularly engaging program planning name would help, and instead focus on a chance to help set League priorities for the coming year, as well as hear about what the League has been up to, and could possibly do.Helen Hutchison

HowardWhere can we find the 2020-2021 Wrap Up Andrew mentioned?https://lwvc.org/news/advocacy-wrap-up-2020LWVC
9
JoannHow much should a relatively small local place on national versus state versus local issues? It's' entirely up to your League's membership. What is there interest in doing? Where is there League energy? Helen Hutchison
10
LaurenDoes "Making Democracy Work" count as 1 of the 3 issue areas we can propose, or do we focus on one or more of the sub-issues it includes? It's safe to assume we will be working on Making Democracy Work, so no need to inclue it in your three areas.LWVC
11
MaileSo, this meeting is not meant to a discussion re actual ideas for PP issues? I am hoping that League will be emphasizing finding alternatives to the Electoral College. Perhaps creating a movement for a Constitutional amendment??The best place to discuss different ideas is the program planning listserv. Email amusefisher@lwvc.org to join.LWVC

Joaniedue to their lack of knowledge of League.

SusanDo the redistricting rules cover school boards as well?Susan -- No. Unfortunately, school boards are not included in the new rules. We are hoping to challenge them to step up and do their redistricting using the best practices. Email me: redistricting@lwvc.orgHelen Hutchison
14
AnitaOur League -- LWVPA -- has focused on affordable housing rather than homelessness as the two are linked lack of affordable housing is much the bigger issue that directly affects homelessness. Can we focus on the government supports for building affordable housing?Yes definitelyLWVC
15
KarenIs further work needed on redistricting? Or do we need to wait and see the results of the 2 passed bills.Karen -- Our redistricting work will focus on the actual mapping for now. After that is done, we'll go back to making some universal reforms. For more info, send me an email redistricting@lwvc.orgHelen Hutchison
16
JoannHow invoved can state be in helping a local league with local issues that may not have state wide traction? It's dependent on the resources at the state level. We'd love to be able to provide support for all League activity, and will try. But we may not have the expertise or resouces to do that. Helen Hutchison

EleanorHaving planned and participated in many program planning events, it seems difficul to make it more meaningful. By the time you affirm your support for both LWVUS and LWVC priorities - there often is not enough member bandwidth to also fully support diffeent local issues. The LWV Oakland has found that dividing the meeting into two meetings has increased member involvement for both sections. The first meeting focuses on the state or national planning, and is in January or Feburary in order to meet the deadline. The second meeting is later in the spring, and focuses only on local planning.Helen Hutchison
18
MaryHow complete should the description of recommended issues be?For recommended focus, the topic is enough. If you want to suggest something new, then more info is helpful.Helen Hutchison
19
JanMany of our program positions are very dated. Is it possible to update positions by tapping into the work of our sister leagues through a process of consensus?Even the dated positions are still quite usable for the LWVC. If our advocates feel they need to be updated, they bring them forward for update.Helen Hutchison

JenShould local leagues expect other local leagues and/or state commitees to reach out to them from now to February on pursuing proposed positions and issues? (i.e. previously Electoral systems, Criminal Justice, etc.)Yes. If your League wants to propose something for the 2021 LWVC convention to adopt -- a proposed position or focus area -- you should be getting the word out to other Leagues soon so that they can consider it when they do their program planning meeting. One place to do this is the program planning Google group: https://groups.google.com/g/lwvc-program-planningHelen Hutchison
21
JanetHas the State League taken any position on the 2020 census?Yes we support lawful and thorough counts, but a lot of the work is at the national level.LWVC
22
MarthaWould you elaborate on the level of inclusion we can set for external partners as we try to reach consensus on priorities.External partners are a great resouce to help your League learn about new issue areas and dive deeper into issues your League is already familiar with by providing a different perspective. While their advisory role and perspective may be valuable as members work to achieve consensus, they could have a formal role in achieving final consensus if they were members of your League!LWVC
23
JenHow do we answer "Who will work on this issue?" in the Program Planning Response Form?Another way to phrase the question is "who from your League will work on this issue?" If you think this is a priority, we hope you will indiciate at least one person who will lead the way on the issue.LWVC
24
MarthaNational popular Vote
25
KarenI'm new and it IS exciting!
26
PennyNot a question but clarifying statement. The League is supporting 240 by 2024.
27
JoanAny plans for another Schools and Communities first effort? The future is unclear, but for now we're looking at other similar projects for the coalition to work on. there might also be work to do in the legislature.LWVC
28
Dalejust a comment on DEI, our school district's equity administrator says the "goal" would be a chain link fence so no one needs a box or ramp
29
JenIs there a difference between "Issues for Emphasis", "Priorities", or "Areas of Focus"? Why do some Leagues call them "Issues" while others call them "Priorities" and not the other terms?Issues for emphasis are a broad umbrella that all of our work falls under, a priority is a more specific aspect of our broader work.LWVC
30
MarthaThank you for this clarification and encouragement
31
DeborahI am very hesitant to invite external partners and then tell them thye cannot vote. That feels like inving people to the table and then telling them they can't eat. Isn't there a better way to include them?No one is monitoring your League's process. If you want to invite partners to be part of the process, and give them a full voice, it's up to you and your League's board.

33
MaryLast year and this Oakland is having two program planning meetings - one for national/state and later one for local, It made for better discussions for both.
34
WilliamQ: Where might the LWVUS URGENT RESOLUTION of 6/23/20 fit into California's Program Planning? RACIAL JUSTICE FOR BLACK PEOPLE AND ALL PEOPLE OF COLOR.This is definitely a priority and we've been working on it under the umbrella of our DEI work.LWVC
35
NatalyaMost of our community partners I can think to invite to be a resource for program planning are focused on specific issues. Is bringing in other groups intended to enhance our understanding behind why we're proposing focusing on certain issues or to explore new issues where we can dive into? Both. Outside community partners are a good resource to help your League explore issues in greater detail and dive into new issues.LWVC
36
JinkyDoes LWVC have a paid lobbist currently?Yes, Dora Rose is the registerd lobbyist for LWVC.LWVC
37
JenWill the chat questions be shared via email?Yes we will try to share them after we wrap upLWVC
