I imagine that the surface will hold only one layer of paper clips. From what I can see, the beaker looks pretty small, and I am guessing the surface area is only large enough for about 5 paperclips.

the water is almost at its tipping point. and the beaker does not have have a big surface left

The beaker is not very large, however surface tension will keep it from overflowing early on.

paper clips are thin, don't displace a lot of water per clip. Surface tension will help to keep the water from spilling

The paper clips are flat and don't have a large volume so you should be able to put lots of them in the beaker before it overflows.

I figured it'd be a lot, or you wouldn't be asking. Also, water has a high surface tension.

I'll bet you could get even more if you chose glassware without a pour spout.

The water has great cohesion (adhesive) characteristic and will therefore take long to overflow
