This spreadsheet estimates the value of Medicaid EHR incentive payments authorized by the American Recovery and Reinvestment Act (ARRA) of 2009 and available to CAHs and PPS hospitals that meet a 10 % Medicaid utilization threshold and qualify as "adopters, implementers, upgraders, or meaningful users of certified EHRs" in their first payment year, and as"meaningful users" in their second and subsequent payment years.

The hospital Medicaid EHR Incentive Value Estimate is calculated by (1) determining an "Overall EHR Amount," (2) multiplying the Overall EHR Amount by the hospital's "Medicaid Share" to arrive at an "Aggregate EHR Amount," and (3) Distributing the Aggregate EHR Amount over 3-6 years depending on the State's Medicaid Incentive Plan. Wyoming plans to distribute the Aggregate EHR Amount over 3 years.
