MDC DTPW Presentation June 21, 202315, 16Re the pump station location, I think either other location is strongly preferable. My considerations are noise and aesthetics.
The park is for people. For that reason I think that the station should be located away from most people. That suggests the southside, option 1. That makes the noise (didn't find info detailing those levels) less troublesome for park users. I don't know how the noise would impact the nearby boats/clubs. The regular users should be furthest from noise if possible.

MDC DTPW Presentation June 21, 202417We should take the long view of aesthetics. If it ""costs"" more to put the station by the boats, then that would still be less than the ""cost"" of placing the station right on the sidewalk edge of the park, and forever obstructing one of the few remaining views to the bay and park. The height and width of the station must be 20 by 100 at least judging by the size of man next o the drawing. That's just so big. Hide it over by the boats? The wide open view should not be obstructed. That would be least offensive to the nearby homeowners, too.
I was truly shocked to see the proposed location of the pump station. I think there are better solutions.

10 to 23All pages. Overall this is an insulating diagram to review from Kimberly Horn and Miami Dade County Public Works. The Public renderings are gaslighting the public to what is actually being built.

Miami Dade leads the COUNTRY in pedestrian fatalities and it is clear from this document that the agency nor their consulting engineers has put any thought into how to improve that. Nor do they apparently understand that they are reinforcing traffic violence against people with this outdated design.

MDC DTPW Presentation June 21, 202313My main concern was discussed thoroughly. It relates to the with of the bike/pedestrian line of 8 to 12 feet for two way traffic. MDC DTPW Presentation June 21, 202313Make a designated space for trash cans in front of homes. Especially since cans are out twice a week, sometimes being left out for 24 hours at a time. If you don’t designate (clearly marked and paced off the trail lane next to the road) a space for trash cans, they will be left on the commodore trail creating a regular barrier for people on foot and wheels, also clearly designate a pick up pile for bulky yard waste for the weekly pick-up . The pick-up claw trash trucks cause much damage to the ground, so these piles need to be separated, paced in cement, and well marked for homes along South Bayshore. Again, otherwise, people will dispose of their trash on the Commodore Trail or right between the roadway and the trail causing a large dangerous pit.Right of way, maintenance, cultural

MDC DTPW Presentation June 21, 202311, 1211/12 - My question was regarding the Miami Trolleys who also use this roadway. There was no mention of the trolley route and stops during the meeting, nor is anything noted on either plan. As the Miami Trolleys currently have several stops along this route and pull in to pick up passengers, or have bus shelters for passengers to wait at, how will this work?

41
MDC DTPW Presentation June 21, 202312The design of the combined walk- bike path is "patently dangerous". We spend time in other cities including Dallas which have beautiful inner city trails where terrible accidents have occurred and revisions to those paths have been required., The argument to stripe the streets for bikes and for the most part leave the walking path for the rest of us was well articulated more than once at the meeting. I believe that basic logic, experience and city planners around the world would be in this camp and not encourage bikes up against people, children, baby carriages, dogs, etc.
Whereas I understand where things are at and the input that has been recieved, it certainly appears that civil engineering and the pathway of least resistance are the priorities and determining the outcome.

Given the predicted failure due to accidents, Kimley Horn snd committees would appear tone deaf and to be ignoring basic logic, city planning best practices and would be investing in a a process which is likely to be patently dangerous and a certain failure. We're at this point it would appear that Kimley Horne and committees are tone deaf, a few years from now, shortly after complete, I am that they will not only be viewed as tone deaf, but rather also as incompetent, ignoring common logic – city planning experience and frankly profoundly inefficient as more money will be required to revise the patently dangerous conditions.

I respectfully submit this with the hope that the engineering team with their committees will have the courage to review this and make the best with what they've got. Granted there is not enough space to do everything in ideal fashion but the worst thing to do would be to come up with the worst design possible. Striping the street for bikes and providing the customary signage and protections would be a great leap forward in trying to accommodate this population without encouraging bikes onto walking paths that would certainly endanger many more people and particularly the most vulnerable, the elderly, children, baby carriages and dogs.

1. Per Page 13 of the DTPW 60% plans for the Commodore Trail, there is a 12' radii, nearly 90 degree turn planned for Commodore Trail users at the west connection between the Commodore and the Siegendorf "bicycle" path in Kennedy Park (which has since become an MUP by design, despite its name):
https://www.google.com/maps/@25.734121,-80.2311469,3a,41.9y,86.93h,81.33t/data=!3m6!1e1!3m4!1sS6b25rLrz_ZgLPbn6WJoWw!2e0!7i16384!8i8192?entry=ttu
This tight radii is just not acceptable, even if an existing City + County bus stop exists in this location. I earnestly recommend that the City and County work together to move this bus stop approximately 40 feet east of its present location to ensure the Commodore Trail can transition smoothly and gradually into the section inside Kennedy Park, behind existing setbacks.
Keep in mind that if our engineers are to reject projects that protect our bike lanes based on appropriate deflection for automobiles, we must acknowledge that a multiple use path that sees not just pedestrian traffic, but bicycle traffic as well, must be designed with appropriate curve radii.

53
MDC DTPW Presentation June 21, 202388- While the objectives of the project are laudable, especially the pump station to reduce flooding, an important point was raised by one of the few folks who got to ask a question and that was regarding how local traffic access can be controlled during the time of construction so that those who live in the area are able to leave and return to our homes without extreme inconvenience. The reality is that this section of S. Bayshore Drive is narrow and never intended for the extremely heavy traffic to which it is subjected. On a daily basis I see people going 50-60mph in a 30 mph zone; I've seen peacocks slaughtered by drivers who could care less about slowing down. Moreover, every morning there is garbage strewn from cars on my driveway. This effort for those who use our beautiful Grove recreationally is great, but the taxpayers on S. Bayshore are the ones living with this mess on a daily basis. The Miami Police department needs to proactively patrol and monitor speed along S. Bayshore, the same way MBPD tightly controls Ocean Drive.

South Dixie Highway connects to I-95 as the corridor between Coral Gables, South Miami, and Brickell, Downtown, and areas north. That was and is its purpose. I have ZERO problem with the Pinecrest folks who prefer a beautiful commute to the office via Old Cutler and the Grove, I'd do the same thing...but S. Bayshore Drive simply cannot handle an ever-increasing amount of vehicular traffic and that should be a critical pre-condition to this project. While improving this section of S Bayshore is important, we must do so with an understanding that the objective is NOT to increase the flow of cars but, rather, to make it better and safer for cyclists and pedestrians without it being at the expense of the resident homeowners/taxpayers.

13The radius at the east end of the Siegendorf is also excessively tight, even with the redesigns. The current accessible parking space the end of the parking lot currently limits the curvature of the path that could otherwise smooth out this transition (especially given that the eastbound approach is a blind corner due to the foliage and concrete fence of the adjacent private property. This accessible space can either be replaced by the creation of an additional space of this type on the west side of the lot, and the lot's curbing rebuilt to match the edge of the current no-parking zone:

13Given the size and scope of this project, the Kennedy Park-section of the path - the Siegendorf - should not be omitted from this plan. I realize this may be under the purview of City of Miami Parks and not DTPW, but that's not a suitable reason for these two departments to work together to ensure the transition and improvements here are seamless.
Furthermore, given that the Sigendorf was built initially as a bicycle path and the extensive space available in Kennedy Park, I would recommend widening + splitting the Commodore inlet for bikes from pedestrians, in the same way the Underline joins and splits ped/bike traffic in the areas where it was too tight to split the path. The available right of way makes it a perfect opportunity to do so, and it also provides a "breather" area between the narrower parts of the trail that allow stress-free, controlled passing.
