The RFP indicates that preference will be given to non-US owned / women-led businesses. Would a consortium of consultants with a majority of women constitute a preferred vendor?Preference will be given to women-owned and non-US entities to which the contract will be awarded. In the case of a consortium, considerations would need to be given on the contract arrangement to understand if they are women-led and non-US owned.

How many ideation workshops do you envision? What is the number of participants in each ideation workshop? Could you please provide guidance as to where the workshops are to be held?
We currently envision one or two workshop or ideation sessions, though this is subject to change post contract negotiations. Virtual sessions are acceptable.

How would “Confidential Information” be identified?Confidental information would be identified as finances, plans, transactions and policies. We will also note anything confidental in communications and meetings.

What kind of guidance can you provide on the budget range you will consider for this project?Pricing and budget is to be proposed by the vendors and consistent with the technical work proposed. Proposed budget should be included in submissions.

Please confirm whether virtual interviews will be acceptable or if they are all intended to be in person?Virtual interviews are acceptable.

What would be the ideal number of interviews you’d like completed and documented? Could you please provide examples of the participants you envision?Based on current information, we would like a minimum of 50 interviews at this time. Examples of participants would be Principles endorsers who currently have a version of or have recieved a Principles training/101 guide. This is subject to change based on information gathered through project implementation and will be determined as part of the contract.

Overall objectives. The Purpose of Work section presents DIAL’s stewardship of the Principles in three objectives: 1) foster community engagement and interaction; 2) provide practical, relevant how-to guidance and resources for digital development practitioners, including implementing organizations (international and humanitarian NGOs), donors, and country governments; and 3) increase awareness about the Digital Principles themselves. Can you kindly clarify, does this study represent only the second objective - researching and understanding the guidance and resources needed, or does it also include looking at the Community of Practice, or considering issues of awareness or outreach strategies?This study focuses primarily on the second objective to understand what specifically the community wants to see in a Digital Principles training as well as the means of how its delivered. However, the study can also include looking at the Community of Practice and awareness/outreach strategies to understand how/why people may or may not engage and what they have found useful.

Definition of stakeholders/users/research participants. In the Purpose of Work section, the following statement appears: “DIAL is accepting proposals for a final needs assessment report that will include elements of study, interviews, and possibly a survey of Digital Principles stakeholders”. In the Objective section it also says, “The objective of this work is to study/interview/survey Digital Principles users and stakeholders.” Can you kindly clarify if the proposed stakeholders would be members of the Digital Principles community of practice, endorsers of the Digital Principles, or other stakeholders who may be potential users of the Principles (e.g., ‘digital development practitioners’?) If the latter, a potentially large and diverse group, can you clarify if DIAL would help define and prioritize stakeholders for the vendor?Stakeholders include Digital Principles community of practice, endorsers, donors, and digital development practitioners. We prioritize people or programs who use or are at least aware of the Digital Principles.

Ecosystem-level understanding. In the Purpose of Work section, there is a sentence, “The report will also include on what ecosystem-level understanding of the Digital Principles currently exists”. Can you kindly clarify what is meant by ‘ecosystem-level understanding’ and for whom?The study seeks to understand what level of understanding of the Principles within the Digital Principles community as well as the broader digital development community currently exists. We want to know what kind of trainings or presentations already exists and how these trainings/guides all adhere to one another.

Raw data. The RFP requires the submission of the raw data (interview data). Can you kindly clarify, if anonymized notes will be acceptable?Yes, anonymized notes are acceptable

Research questions. On page 3, in the Objective – the RFP states “The objective of this work is to study/interview/survey Digital Principles users and stakeholders and their perspective on the following questions (though these are only representative and consummate).” Can DIAL kindly confirm the questions that are referred to are those in Phase 2? Are there any overarching questions this assessment is attempting to answer beyond those questions? Can DIAL kindly clarify – how these questions are consummate?Yes, confirming the referred questions are the one in Phase 2. We also want to know questions people have in existing trainings, what trainings or presentations currently exist that we may not know about - in particular, what has been most useful to the community and how can we integrate them into future Principles trainings?

Partner Advisory Group. Will DIAL recommend and/or approve the ‘partner advisory group’? Will DIAL participate in the group? Can DIAL kindly clarify if they plan to be part of the interviews with respondents too?DIAL is a steward of the Partner Advisory Group, and manages the process for membership and logistics of meeting, we are not members of the Advisory Group. DIAL will also help coordinate interactions between the vendor and the Group. DIAL will not be present during respondent interviews unless the vendor sees value in DIAL's participation.

Training delivery models vs. content development. In the Purpose section, it states “The report will provide potential models of delivery, including strengths and weaknesses, and include recommended next steps and a recommended delivery model of trainings that can be replicated and delivered in the field.” Likewise Phase 2 requests the development and validation of ‘prototypes’ for training. The Purpose section states the report should provide “recommendations for the best method of delivery.” Can DIAL kindly clarify – is the expectation that the successful bidder will build training ‘prototypes’ with content that are ready to be ‘replicated and delivered’ or should the successful bidder provide recommendations made for appropriate delivery methods? Is the focus on curriculum development and content, or modes of delivery?At this time, the expectation is twofold - the first expectation is that the successful bidder will identify the most useful training guides and the most useful aspects of the trainings and secondly, how the Digital Priciples community would like courses and new content to be delivered in the future. This is subject to change during the kickoff meeting.

Stakeholder identification. Under Objective, Phase 1, it says “The work should include contextual description of ecosystem of where the Digital Principles are being used, detailed user personas, and specific problem statements that should be an area of focus for DIAL.” Does this mean that the vendor should be researching all potential stakeholders within the digital ecosystem where the Digital Principles are being applied? Can DIAL kindly clarify how much guidance will be provided and how much DIAL would like the vendor to use their connections to undertake this role?We can provide several contacts that the successful bidder can start with. From there, it is up tot he vendor to identify individuals and organizations in their contacts to see what other trainings exist.

Workshop sessions. For budgeting purposes – how many workshops / ideation sessions are envisioned and where would DIAL like them to happen? Would DIAL be amenable to virtual sessions that could include a wider swath of the development sector as respondents?Ideally one or two workshop or ideation sessions, although this is subject to change during contract negotiations. Virtual sessions are acceptable.

Award ceiling. Could you kindly share the proposed or preferred ceiling for this award?Pricing and budget is to be proposed by the vendors and consistent with the technical work proposed. Proposed budget should be included in submissions.

Deliverables. The two phases suggest a set of tangible outputs, including landscape research, data collection and analysis, prototyping of delivery methods, etc. Kindly clarify if DIAL’s expectation is that this will all be covered in a single comprehensive Final Report deliverable.At this time, all this will be covered in a single Final Report. A final list of deliverables will be determined during contract negotiations.

On page 5 of the RFP I read “Proposal Submission Requirements Proposal submissions, which may be created in Word, PowerPoint or a combination of the two…”. Do you seriously force the supplier to use a proprietary office suite?The RFP reads “Proposal Submission Requirements Proposal submissions, which *may* be created in Word, PowerPoint or a combination of the two…”. While Microsoft Word and PowerPoint are proprietary, we realize most firms and organizations have access to and commonly use these applications. That said, please feel free to submit a proposal in the word processing or presentation format most accessible to you/your organization. If there are suitable open-source word processing/presentation options that you are familiar with, go for it!

I understand you have a list of possible contacts to interview, how many registers does it contain? are they all potential to be interviewed?.
We have not spoken with every member to see if they would be willing to be interviewed. At this time, we can confirm 3-5 to kick off the project and that have stated they are willing to be interviewed.

Including additional interviewees is not required, but will be seen highly favorably.
