I am the full-time Open Educational Resources Librarian at Oklahoma State University. In my role as OER Librarian, I have worked with a team of faculty, staff, and students to transition from OER projects to a cohesive, supported, informed and sustainable OER program at Oklahoma State University. We advocate for and support the use and development of OER by providing education regarding reasons for using OER, avenues through which OER may be found and adapted and legislation related to OER.

A key focus of our work has been bringing various campus stakeholders into partnership with each other. We assisted in the development and passage of a recommendation from our Faculty Council and our Graduate Student governing body advocating for the use of OER. In response to those recommendations, the Library partnered with the Provost to develop, create, and release a video expressing his support of consideration of the creation and use of OER as scholarly work in retention, promotion and tenure. We have partnered with students to give voice to their concerns regarding textbook costs, and partner with faculty to support them in the development and implementation of innovative pedagogy possible through the affordances of OER.

AS part of our intentional transition from OER projects to an OER program, we carried out a human performance technology analysis. Through that analysis we considered the technologies, processes, and systems involved in optimizing the program to perform at the level we desired.

I believe this experience positions me to provide informed peer review on these topics. Thank you for your work, and for considering me for participation in this stage of the project.

I have experience as a public and academic librarian, an online learning designer, a learning technologist, and now the Manager of Open Educational Practice for our institution. Over this time, I have engaged with digital and information literacy programs aimed at under- and post-graduate coursework students, directly support higher-degree research students, led projects to establish micro-courses for the OERu, led portions of a project to deliver accessible education to incarcerated students, and been responsible for leading teams that redeveloped and redesigned courses and programs to meet good practices for online learning and teaching. I have a strong interest in open education, resulting in my current PhD work, and my interest in stakeholder engagement and broad collaboration in openness led to the formation and facilitation of the ongoing Australasian Open Education Practice Special Interest Group, comprising over ten Australian institutions, and over fifty interested staff. I also undertake work with the Creative Commons Australian Chapter, and most recently have been actively recruiting academic staff for open textbook adoption and adaption (as part of our membership with the OTN), and supporting nascent work on open assessment practices. My knowledge of Australian educational policy is sound, but it seems (from the case studies) that you have a Canadian and US focus - so I would be unsuitable for any legislative chapters. I have experience with the development of open educational resources (OER), implementation of OER programs, and book editing. I became heavily involved in topics of openness in 2012. One example is when I curated an online collection of original K12 educational resources at the University of Florida; educators developed standards based lesson plans and other materials based on primary source resources that could be modified by teachers. I later participated in conversations with our CIO, bookstore, and publishers at SUNY Oswego around OER and eTexts. Now at Middlesex County College, I am the Library Director advocating on my campus with senior administrators and faculty while also developing our local OER repository. I serve as one of four OER Ambassadors for the New Jersey academic library consortium, VALE, to discuss and advocate for OER at member institutions. I am working with our OER committee and the Office of the Secretary for Higher Education to develop a set of guidelines to meet the requirements for the recent OER law. I believe that this experience, along with my experience with book editing as a chapter editor (since 2014) and senior editor (2019) for an academic title (Research Highlights in Technology and Teacher Education) will be of value for this publication.

In March 2019, I started as the Student Success/Textbook Affordability Librarian for the University of Central Florida, a new position at the University. In my first six months, I conducted a landscape survey of current textbook affordability efforts. Based on this review, I developed a systematic process for tracking OER adoptions and communicating with faculty. In this role, I collaborate in a large university library system with both internal and external stakeholders. I believe I can contribute to the editing of this book because I bring the perspective of someone new to both the institution and OER who has been charged with leading and expanding current efforts. One of the areas where I would like to expand is course marking.

Prior to joining the University of Central Florida, I was Project Director for a 2.6 million dollar Title V educational grant, Library Director for a small campus library at a community college, and Database Editor for a newspaper. By leading a large grant, I am familiar with the development and implementation of new initiatives. Working as a Library Director gave me a strong foundation in academic libraries. As a newspaper editor, I focused mainly on data analysis and how to communicate complex information in a clear and concise manner. Each of these experiences contribute to the wide base of knowledge I would bring to this review.

I selected the mechanics and assessment chapters as I felt those best reflected my strengths. However, this was a tough decision, as all the chapters were of interest to me. I sincerely appreciate the opportunity to be considered as a reviewer.

My institution is in early stage development of OER course marking implementation. The registrar and provost are very interested in this project in terms of meeting policy requirements of the HEA and pending state legislation (hence my interest in ch. 1-2). Currently I'm involved in conversations at various levels from departments to admin in preparation for implementation (ch. 7), talks include perceived threats to academic freedom, perceived competition among course sections driven by student economics rather than instructor reputation and experience delivering the content, defining low cost materials, workflows to verify total materials costs reported by instructors on textbook orders. I've read Open Oregon's outstanding report evaluating their OER designation requirement and various branding strategies for marking courses so am highly aware of the need to use labels that students can understand (ch. 11). I'll be working with some colleagues on open projects at KPU as part of a sabbatical project in January 2020 and have been studying their Zero Textbook Cost (formerly Zed-Cred) initiative so am interested in this case study in preparation for this work.

I am an early career medical/health sciences librarian. As the Associate Dean of the LRC at a small community college, this subject has been at the fore of my conversations with the board and high level administrators. My passion for affordable student resources enabled me to convince the board to create a full-time OER librarian position at my institution. Retention is a major stumbling block for many community colleges and OER/affordable educational resources are a key to improving our retention numbers.

My institution, Salt Lake Community College (SLCC), has implemented methods for marking Open courses at our institution. I have been involved recently with reviewing and writing policies for my institution that involved language around Open and the logisitics of Open at SLCC. Our "OPEN SLCC" initiative, for which I am the leading librarian, has dealt with stand-alone lists of Open courses at the section level, as well as marketing focused towards Students around open terminology. I believe I would have a good understanding of these areas and be able to provide useful feedback.

We have ramped up our OER efforts on our campus and are trying to work with our Registrar & bookstore to learn more about the workflow for marking courses in our catalog and at our bookstore. We've been looking at processes/solutions at other institutions and trying to see how they could be adjusted to work on our campus.

I am the lead for implementing Open Educational Resources initiative across the campus; I secured funding to incentive faculty participation on OER; I also developed the guidelines for the stipend that has helped obtain faculty support. Currently the Office of the Chancellor California State University System Liaison to Campus Auxiliaries and Bookstores for the Affordable Learning $olutions program. With most of our 23 campus stores, developed complete programs for Immediate Access programs that negotiate sharply discounted digitally delivered access to traditional major-publisher course materials titles with a free trial period for the first weeks of classes. Compiled a template program for store and faculty partners to investigate and identify eligibility of titles, to comply with California education code law, to fully inform students, and to deliver the access before the first day of classes. These Immediate Access programs provided documented savings to participating students of over $6 million in the 2018-2019 academic year.
