Most Seattle homes have no Air Conditioning. They also have no HVAC or ventilation of any kind.

Portable (mobile) air conditioning units are inherently flawed, waste much of their power by dumping waste heat back into the home, and can even make things hotter.

Many buildings have both Retail/Living spaces, and in many cases, the Retail spaces will have AC while the living units will not.

Many residential apartment buildings have casement style windows (the kind that open on hinges instead of sliding) or other styles of windows that make it near impossible to actually use a mobile AC unit.

Portable AC units last half as long as stationary ones, and cause more waste because people usually need more than one, and they are generally not worth getting in-place repairs and are often disposed of.

There is a extreme premium for an apartment with an AC in a city that already has a housing crisis due to afforadbility issues.

Many apartments advertised with AC do not actually have full units, and often only have vent hookups for portables, or allow you to rent portables from them directly, to qualify as having AC.
